An introduction to the role of the paralegal in the free world, the inmate as paralegal, legal service needs, and program planning are included along with guidelines for the training of inmates as paralegals. Paralegal services, legal problems, and legal services are extensively defined. The legal problems of inmates and methods of providing legal services other than through paralegal inmates are discussed. A number of models of inmate paralegal programs as well as descriptions of some major programs in this country are presented, and resources necessary for setting up training programs are discussed. Guidelines for trainers in the design of training programs for paralegals are included, emphasizing legal vocabulary, question and answer--anecdotal, and skills development. Trainee recruitment and techniques for teaching inmate paralegals how to state a claim, basic mechanical procedures, and constitutional law governing institutional life are also covered. Major curriculum issues that need to be explored in designing any training program are also discussed. (Author/MBR)

This monograph was prepared for the Correctional Officers Educational Program, a joint project of the aacjc and the aba Commission on Correctional Facilities and Services, which works toward the expansion of associate degree programs for line personnel through junior and community colleges. The monograph: (1) considers the role of the legislature in strengthening correctional staff; (2) analyzes some approaches currently in force; (3) proposes alternative approaches; and (4) suggests strategies or tactics that corrections administrators, community and junior college educators, bar groups, and others interested in staff improvement might use in dealing with the legislature and legislators. The current legislative approaches discussed are statutory qualifications, civil service or merit systems, Department of Corrections, correctional officer standards and training commission, and local jail personnel. Copies of laws in Massachusetts, Minnesota, Illinois, and Maryland and a proposed law in California are appended. (Km)
