Political science has traditionally focused on issues pertaining to the study of regimes, political elites, institutions and power, discriminating against analyses of the "day to day" functioning of the State, that is, what the State does or does not do. Yet a great number of scholars consider that political analysis should unfold within a more dynamic envisioning of the State-society relationship so as to foster the knowledge of the State while using new problematiques. This thesis attempts to understand the process of State construction in Congo not from a previous conventional perspective but rather from a thorough analysis of policy-oriented strategies of local political actors in the course of implementing the national education agenda. It aims at showing capacities often used by those actors in creating legal rational mechanisms sustaining State modernization via realistic public policies, how they operate in selecting those policies, which are alternatives offered to them, issues arisen and resources mobilized in the course of implementation, and how they impact the process of State construction. Sequencing and interactionist approaches are useful in understanding various educational programs set against the backdrop of State construction from 1911 (When schooling was officially instituted) to 1997 (at the outbreak of the second Congolese civil war)

Le phénomène de mondialisation constitue après celui de la guerre froide, l'un des événements majeurs des transformations politiques et économiques contemporaines. Ces mutations ont conduit à la reconfiguration de l'espace monde et des relations internationales. Dans cette perspective, le régionalisme est apparu comme l'une des réponses à la faveur de ces changements économiques au niveau global et de l'exemple historique sans commune mesure du NEPAD. C'est dire que la coopération entre Etats est dominée dorénavant par la dynamique de partenariat. Le partenariat au développement est aujourd'hui devenu un des thèmes politiquement parlant des relations internationales à l'ère du nouveau régionalisme. Il s'agit d'un événement international qui, sur le plan théorique renouvelle et enrichit l'analyse internationale en combinant flux transnationaux et formation des institutions et, sur le plan pratique, diffuse toute une vision du monde en redéfinissant le jeu de la puissance mondiale. Face à l'institutionnalisation du NEPAD, le continent africain tente de se créer de nouvelles marges de manoeuvre pour s'arrimer à la mondialisation afin d'essayer de modifier sa position marginale internationale afin d'éviter son "confinement à la périphérie de la politique mondiale". En cela le NEPAD est à la fois une réponse politique au fait international de régionalisation et une alternative à la souffrance des institutions, mieux un moyen de réagir face à l'impossibilité de la démocratie qui fonctionne mal sur ce continent. Ce qui justifie ce glissement de légitimité du pouvoir au comptable, issu dans le "mécanisme africain d'évaluation par les pairs"

This thesis deals with the issue of political participation, which continues to be at the core of the debates on the functioning and ends of democratic institutions in the emerging democracies as well as in the consolidated ones. Focussing specifically on elections and political participation in Niger and leaning on the case of the city of Maradi, it analyses the scope and extent of the masses participation in the political activities and evaluates its impact on the power relations, the circulation of the elites and the decision making process. The study delivers therefore ananalytical description of the electoral competitions, presents their results in the light of deterministic and strategic models ; observes the evolution of the political forces within the city of Maradi as well as their interactions with the national level ; and examines, relying on field investigations and especially the discussions undertaken and the exploitation of questionnaires administred, what voting means to the populations under study and how they perceive elections, political participation and the on going democratization process in general
