Estuaries and Wetlands are important coastal resources which are subject to a great deal of environmental stress. Dredging, construction, creation of intertidal wetlands, regulation of freshƯ water flow, and pollution are just a few of the activities which affect these coastal systems. The need to predict the effects of these perturbations upon ecosystem dynamics, particularly estuarine fisheries, as well as on physical effects, such as sedimentation and salt intrusion, is of paramount importance. Prediction requires the use of models, but no model is likely to be satisfactory unless fundamental physical, chemical, sedimentological, and biological processes are quantitatively understood, and the appropriate time and space scales known. With these considerations in mind, the Environmental Laboratory, U.S. Army Engineer Haterways Experiment Station, * Vicksburg, Mississippi, sponsored a workshop on "Estuarine and Wetland Processes and Water Quality Modeling" held in New Orleans, June 1979. The contents of this volume have been selected from the workshop papers. The resulting book, perhaps more than any other symposium proceedƯ ings on estuaries and wetlands, attempts to review important proƯ cesses and place them in a modeling context. There is also a distinct applied tinge to a number of the contributions since some of the research studies were motivated by environmental assessments. The difference in title between this volume and the workshop reƯ flects more accurately the contents of the published papers

The objectives of the study were as follows: (1) Perform feasibility evaluations of (eelgrass) Zostera marina and (shoalgrass) Halodule wrightii transplants including recommendations on specific site evaluation procedures, techniques, and cost projections; (2) Describe and quantify the influence of natural and translated eelgrass and shoalgrass meadows on current reduction and wave dampening for the purpose of sediment stabilization; (3) Use information from a and b to delineate engineering and planting procedures for both eelgrass and shoalgrass in temperate waters to promote sediment stability and biological habitat development. This study, conducted for the US Army Engineer District, Sacramento (SPL), involved delineation and evaluation of wetlands, a survey of previous farming activities, and assessment of impacts of a proposed land development plan on the Robert W. Akers ranch near Bieber in northeastern California. Results of the study were used by SPK to support litigation in which the property owner allegedly violated provision of Section 404 of the Clean Water Act of 1977. The first task was to delineate natural wetlands occurring on the 9,600-acre ranch. A combination of transects and perimeter wetland boundary sampling was used. Vegetation, soil, and hydrology parameters were examined at prescribed locations, and the area at a sample point was considered to be a wetland if a positive wetland indicator was found for each of the three parameters. Task II consisted of an assessment of the functions and values of the natural wetlands. Field observations, hydrologic analyses, and published reports were provided as input to the Federal Highway Administration wetlands. assessment technique that consideres all known wetlands functions. Task III involved a survey of previous farming activities on the property. Task Iv consisted of an assessment of the impacts of a proposed land development plan. The assessment revealed that the proposed activities would result in the destruction of vertually all wetlands on the property, and all functions currently provided by the wetlands would be lost
