This monograph examines vocational education and training (vet) in the United Kingdom. Section 1 outlines the UK's political and administrative structure, population and employment, and economy. The following are among the aspects of the UK's vet system discussed in section 2: evolution of the system; organization of education and training (the education departments, higher education, schools and further education, government responsibility for vet, industrial sectors, localization, research, Northern Ireland, and responsible authorities); vocational qualifications (targets, the National Vocational Qualifications/Scottish Vocational Qualifications framework, accreditation, lead bodies, and awarding bodies); education and initial vet (secondary education, the Technical and Vocational Education Initiative, compacts, careers guidance, youth training, postschool education, training credits, and vocationally oriented higher education); and continuing vet (employment training, continuous professional development, enterprise training, open/flexible learning, in-company training, guidance for adults, and training for trainers). Section 3 explains regulatory and financial arrangements regarding vet, and section 4 analyzes the Europeanization of vet and trends in vet systems in the uk. This short description aims to contribute to better understanding of vocational education and training (VET) in the Netherlands, providing an insight into its main features and highlighting recent VET policy developments. VET in the Netherlands is comprehensive and flexible and has good labour market outcomes. The Dutch experience shows that an effective VET system requires regular adjustments to keep meeting labour market and society needs. Striking a good balance between the system’s accessibility, quality and efficiency is a constant challenge. In recent years, policies have focused on reducing early leaving from education and training and streamlining qualifications. Recent policies aim at increasing quality and efficiency by reducing programme duration and by strengthening performance-based funding. These and other measures benefit from a tradition of evidence-informed policy and practice

The present publication offers a brief description of the Spanish vocational training system and its radical overhaul since the early 1990s. Particular attention had been paid to its three subsystems : regulated vocational training, which reflects the impact of reforms introduced by the General Law on the Education System of 1990, now well advanced, occupational training for the unemployed, and continuing training for those in employment following the recent signature of the third national and tripartite agreements. Other aspects, such as funding, the training of teachers and trainers, and the career information and guidance system are also dealt with. A brief section covers the decentralisation of the vocational training system now underway, as part of the devolution of powers from central government to the autonomous communities. The review ends with a chapter on current trends in, and the outlook for, vocational training. The document shows how the Spanish vocational training system is seeking to adjust to the new economic and social context in Europe

Citizens' views on lifelong learning in the 10 new Member States : report based on the special Eurobarometer 231 by CEDEFOP( Book )

The outcomes of a special Eurobarometer survey, carried out in spring 2005, provided for the first time an insight into attitudes and opinions of citizens in the new member states towards lifelong learning. This report provides a detailed analysis of this survey. Taking into account the results of an analogous survey in the EU-15 in 2003, the authors describe major differences or possibly coherences in the perceptions, needs, motivations and preferences of citizens in the new and old member states. The results of the 2005 Eurobarometer survey on lifelong learning show that new member states' citizens are highly conscious about the importance of learning a lifetime, for both economic and social reasons. Results provide evidence that EU policies on lifelong learning gained a foothold in the new member states. However, details of the analysis reveal the potential for further targeted policy intervention and measures.--Publisher's description

Rapid social and economic changes raise the question of how future-oriented skills and competences can be identified early and how education and training should be shaped to meet future skill needs. The German Ministry of Education and Research and Cedefop organised a conference in May 2002 to explore these questions focusing on the early identification of skill needs, intending to lay the foundations for intensified future European cooperation. The conference proceedings show the challenges education and training are facing are common to all European countries. They also discuss the wide range of activities and approaches on how to identify new skills emerging at national, sectoral and regional levels.
