Annotation Today, there are big changes and differences between countries in matters of national defence. Gone are the huge engines of military industrial might, and struggling in their wake are networks upon networks of small and medium-sized enterprises (SME's), groping with the harsh reality of survival in this new world. For the first time, many if not most of them, are being forced to deal with new issues such as product development, marketing to a civilian world, private-sector financing and adopting competitive business practices and generally living outside the shadow of the defence business. Crucial at this juncture is to provide forms of assistance to guide them over new ground. Most observers agree that most businesses are small or medium in size, in the sense that they are not large corporations. These businesses are the lynchpin of stable economic conditions and ultimately provide essential products and services to users. The failure of SME's to convert successfully to civilian markets would cause a devastating blow to national economies. Accordingly, the need and importance of dealing with these defence conversion issues cannot be overstated. This book presents a collection of papers on the topic of defence-related small and medium enterprises and their challenge of readjustment in the 21st century. Annotation This book examines the research and theoretical bases for the creation of a risk-needs management instrument for violent adolescents and young adults. The proposed instrument includes risk indicators beginning pre-natally, pari-natally, at-birth, then through infancy, early childhood, middle childhood and, finally, adolescence. The main purpose of the instrument is to assist case managers responsible for providing positive interventions to families and children, at all childhood and adolescent life stages, in order to reduce the likelihood of violent behaviors. The case intervention strategy is based on the assumption that the earlier resources are provided, the more effective they will be. The data instrument will be structured so that the risk information is gathered cumulatively across age domains and can be used to match specific interventions with particular needs profiles of a family and child, adolescent or young adult. This book is of interest to researchers, policy-makers and government and non-government agency workers who are involved with policies, programs and instruments focused on the prevention of youth and young adult violence. It can be used as an advanced text book in upper level undergraduate courses and graduate courses in psychology, criminology, social work and educational counseling which deal with the child and youth violence, especially its causes and preventive interventions

The deficiencies of the Biological and Toxin Weapons Convention (BTWC) are in urgent need of attention: the BTWC is the central international agreement to prevent the proliferation of biological warfare programmes. Uniquely, this book is written by diplomats involved in the decade-long effort (1991-2001) in which State Parties to the BTWC tried to agree a Protocol to the Convention with legally binding measures to strengthen its effectiveness, and academics concerned with the negotiations. Speech sound production is one of the most complex human activities: it is also one of the least well understood. This is perhaps not altogether surprising as many of the complex neurological and physiological processes involved in the generation and execution of a speech utterance remain relatively inaccessible to direct investigation, and must be inferred from careful scrutiny of the output of the system -from details of the movements of the speech organs themselves and the acoustic consequences of such movements. Such investigation of the speech output have received considerable impetus during the last decade from major technological advancements in computer science and biological transducing, making it possible now to obtain large quantities of quantative data on many aspects of speech articulation and acoustics relatively easily. Keeping pace with these advancements in laboratory techniques have been developments in theoretical modelling of the speech production process. There are now a wide variety of different models available, reflecting the different disciplines involved -linguistics, speech science and technology, engineering and acoustics. The time seems ripe to attempt a synthesis of these different models and theories and thus provide a common forum for discussion of the complex problem of speech production. Such an activity would seem particularly timely also for those colleagues in speech technology seeking better, more accurate phonetic models as components in their speech synthesis and automatic speech recognition systems
