Ses signataires provinciaux sont les suivants : ministre de l'Environnement, ministre des Ressources naturelles et ministre de l'Agriculture, de l'Alimentation et des Affaires rurales. Cet examen vise à fournir de l'information et des recommandations en prévision de l'ACO 2010. Il a été entrepris au nom du secrétariat du CG en vertu d'un engagement pris dans l'ACO 2007-2010 qui stipule que "Les Parties procéderont à un examen exhaustif de l'Accord d'ici le 27 novembre 2009."

It builds on the Discussion Paper that was released at the launch of the province's stakeholder consultations in December 2008 and posted on the Environmental Registry for public comment. This paper contains a high-level summary of what we heard during the first round of stakeholder consultations. The comments we received were considered in preparing this Discussion Paper, along with information on further developments in other jurisdictions planning Cap-and-Trade Programs.
