This document reports the results of the first comprehensive analysis of the effects of Federal funds on public library services in the United States. Using a case-study approach, a team studied Federally funded public-library projects in 11 states, interviewing State library agency and local public library personnel in each state. The results of the study have two implications for Federal library-services policy: (1) that the formula by which the Library Services and Construction Act funds are allocated to the States should be revised to more realistically reflect State and local attitudes toward public library service, and (2) that the U.S. Office of Education should assume national leadership in the development of research, professional-training, and interlibrary coordination programs. With a grant from the U.S. Office of Education, the System Development Corporation undertook a study to assist the federal government in defining its relationship to public libraries over the next decade. The first objective was to analyze the public library as an information-providing agency and to identify the major problems and issues of the library. The public library was considered in terms of its history, the number and types of libraries, political and administrative organization, financing and staffing, present services and evaluation of those services, utilization and image of the library, public library systems and relationships with other institutions and developing trends in public libraries. The second objective of the study was to develop recommendations for future Federal support roles relevant and responsive to the public library situation. The recommendations were based on the analysis of the library situation and an analysis of Federal information dissemination policy. Information for the study was gathered through a review of the literature, library project site visits, input from prominent librarians and a Delphi study. (Jg)

The purpose of this directory is to identify and describe all academic library consortia in the continental United States that satisfy the following specified criteria for inclusion: participating institutions must be autonomous, more than half the members must be academic libraries, two or more libraries must be involved, library consortia must be separate from university consortia with the goal of improving library services, the consortium must be beyond the exploratory stages, and organized so as to benefit the academic participants involved. Each entry, verified by the submitting institution, lists the geographical area served, participants and year joined, purpose and objectives, current activities, conditions of participation, annual budget and source, staffing, advisory boards, publications, headquarters address, and information source. Statistical tables summarize the directory entries by activity, and along dimensions such as age, size, membership, staffing and budget information. A pilot field test in 1974 demonstrated the effectiveness of using an Army tactical data system for computer-assisted instruction (CAI) of soldiers when the system was not being used for tactical operations. Courseware was written in the existing author language PLANIT to run on the Army's Developmental Tactical Operations System (DEVTOS). Lessons were developed in two proficiency test areas, Crew Served Weapons and Tactics, and the 120 participating noncommissioned officers (NCOs) were chosen for their previous low scores in these subjects. After a pretest, half the group studied with CAI, a fourth studied from Army manuals, and a fourth served as a control group by studying unrelated material. A posttest measured learning, and interviews with the CAI group recorded their enthusiastic comments. The CAI group learned significantly more than the others did. The automated instruction also worked equally well for fast and slow learners and across differences in age, education, and paygrade. Slow learners seemed to use the same strategy as fast learners but to take more time. The results, therefore, demonstrated the feasibility and benefits of the project

This study measured performance levels of image interpreters, using both direct viewing and viewing with magnification, to screen 70mm photographic imagery moving at six different rates and varying in scale and resolution. The resolution of the imagery was varied to simulate imagery obtained with different transmission bandwidths. The results were as follows. (1) There is little loss in screening accuracy at any level of resolution and/or magnification for frame presentation rates of 6.0 to 1.5 sec/frame with the 1:2,000 scale imagery and 6.0 to 2.0 sec/frame for the 1:4,000 scale imagery. (2) In general, the poorer the image resolution, the lower the screening accuracy. (3) For constant display format and image resolution, screening accuracy is significantly greater for the larger scale display. (4) Two-power optical magnification of the photographic imagery resulted in a decrease in screening accuracy. Increasing viewing time for magnified imagery by a factor of four so that the incremental area viewed per second was equated for direct and magnified viewing resulted in no significant difference between the two viewing conditions. Tradeoffs are possible between and among the factors of scale, presentation rate, and resolution. (Author)
