The Platte River stretches across three states; Colorado, Wyoming and Nebraska and is home to the endangered whooping crane, interior least tern, and pallid sturgeon and the threatened piping plover. The report focuses on Nebraska's central Platte River and examines the current "critical habitat" designations for the piping plover and whooping crane and whether or not they were supported by existing science. The committee found the agencies' decisions were scientifically valid at the time they were made. However, future decisions should be based on newer scientific approaches. Human activities and increased attacks by predators on nests are also contributing to the continuing drop in numbers of piping plovers and interior least terns. The report also finds that other agency decisions, such as habitat-suitability guidelines and instream-flow recommendations were based on valid science

"Ductile iron pipe (DIP) was introduced about 50 years ago as a more economical and better-performing product for water transmission and distribution. As with iron or steel pipes, DIP is subject to corrosion, the rate of which depends on the environment in which the pipe is placed. Corrosion mitigation protocols are employed to slow the corrosion process to an acceptable rate for the application. When to use corrosion mitigation systems, and which system, depends on the corrosivity of the soils in which the pipeline is buried. The Bureau of Reclamation's specification for DIP in highly corrosive soil has been contested by some as an overly stringent requirement, necessitating the pipe to be modified from its as-manufactured state and thereby adding unnecessary cost to a pipeline system. This book evaluates the specifications in question and presents findings and recommendations. Specifically, the authoring committee answers the following questions: Does polyethylene encasement with cathodic protection work on ductile iron pipe installed in highly corrosive soils? RAND was asked to join this Basin Study Team in January 2012 to help develop an analytic approach to identify key vulnerabilities in managing the Colorado River basin over the coming decades and to evaluate different options that could reduce this vulnerability. Using a quantitative approach for planning under uncertainty called Robust Decision Making (RDM), the RAND team assisted the Basin Study by: identifying future vulnerable conditions that could lead to imbalances that could cause the basin to be unable to meet its water delivery objectives; developing a computer-based tool to define 'portfolios' of management options reflecting different strategies for reducing basin imbalances; evaluating these portfolios across thousands of future scenarios to determine how much they could improve basin outcomes; and analyzing the results from the system simulations to identify key tradeoffs among the portfolios.
