On February 17, 2009, President Barack Obama signed the American Recovery and Reinvestment Act into law. Passed in response to the 2008 recession, the Act's purpose was to create jobs, pump money into the economy, and encourage spending. Through the Act, states received $1.2 billion in funding for the workforce investment system to provide employment and training activities targeted to disadvantaged youth. Congress and the U.S. Department of Labor (dol) encouraged states and local workforce investment areas charged with implementing these youth activities to use the funds to create employment opportunities for these youth in the summer of 2009. To gain insights into these summer initiatives, DOL's Employment and Training Administration contracted with Mathematica Policy Research to conduct an implementation evaluation of the summer youth employment activities funded by the Recovery Act. As part of the evaluation, Mathematica analyzed (1) monthly performance data submitted to eta by the states, and (2) qualitative data collected through in-depth site visits to 20 local areas. This report describes the national context for implementation, provides an in-depth description of the experience of selected local areas, and presents lessons on implementation practices that may inform future summer youth employment efforts. Appended are: (1) Detailed List of Research Questions; (2) Characteristics of Youth Focus Group Participants; (3) Recovery Act Allocations and Draw Downs by State; and (4) Key Performance Statistics by State. (Contains 25 tables, 7 figures and 23 footnotes.) [This report was prepared for the U.S. Department of Labor, Employment and Training Administration, Office of Policy Development and Research.]

Many of these recent immigrants are limited English proficient (LEP), which affects their ability to succeed in the workforce. Continued growth in the numbers of individuals in the United States who are LEP will affect the social features and economic conditions of our country into the foreseeable future. To compete against foreign and domestic producers of goods and services, U.S. employers require workers with appropriate communication, literacy, and occupational skills. The resulting demand for training in English language proficiency and occupational skills is generating new challenges for employers, educators, and the public workforce investment system. Most LEP workers need access to training opportunities in Vocational English as a Second Language (VESL) in order to fill both the existing and the emerging labor requirements of employers. In 2006, the U.S. Department of Labor (USDOL) created the Limited English Proficiency and Hispanic Workforce Initiative (LEPHWI) to support five demonstration grants intended to address these challenges."--Page viii

In April 1994, the U.S. Department of Labor initiated a systemwide dialogue to identify ways of improving job training and employment preparation for economically disadvantaged individuals. The dialogue process was intended to help achieve broad consensus among system partners and serve as a model of ongoing communication to ensure continuous improvement. It included the following outreach/consultation activities: small group discussions in 15 cities; 5 town hall meetings; meetings with partners and stakeholders; meetings with foundations; minidialogues with low-income advocacy groups; Federal Register Notice; customer satisfaction survey; meetings with researchers and academics; review of current research, and National Youth Employment Coalition (nyec) report. The following principles identified during the dialogue were used to develop an action agenda to improve job placements and customer satisfaction: customer needs should drive program decisions; federal/state/local partnerships are essential; quality and high performance must become standards; and accountability should rest in program outcomes. The action agenda addressed the following key areas: improving training-to-work connections; meeting customers' needs; streamlining program administration; improving consumer information and customer access; strengthening program linkages; building system and staff capacity; and providing early and comprehensive youth interventions.
