To determine the current and future competencies required by librarians and information professionals, a project was undertaken to meet the following objectives: set forth an idealized framework to be used by the librarian and information professional community; determine a first set of competencies which are validated in the workplace to some extent; establish initial education and training requirements; initiate a process for communication among the principal librarians and information professional participants which can be continued after project completion; and describe steps that can be taken in the future to ensure continuation of the competency achievement cycle. To meet these objectives, substantial input was obtained from a large number of organizations, educators, employers, professional societies, and individual professionals. The study results are presented in a six-chapter report and five appendices. Report chapters comprise: Overview of the Project; a Framework for Describing Librarian and Information Professional Competencies; Methods; Information Workers and Librarians and Information Professionals; Librarian and Information Professional Competencies; and Educational Requirements and Implications. Appendices include a literature review; secondary analyses (including analyses of information professional and librarian vacancy announcements); an example of the relationships between competencies, performance, effectiveness, and value in three special libraries; a bibliography; and an annotated bibliography. There have been hundreds, perhaps thousands, of studies involving scientific and technical information communication performed over the last 25 years. This review attempts to provide a window to these studies for persons interested in studying the results published in technical reports and the formal literature. This review primarily deals with the information-seeking needs and behavior of engineers and, to a lesser degree, scientists or those said to be generally engaged in research and development. The principal focus in on primary communications through interpersonal means and through information found in documents such as books, journal articles, technical reports, etc. Less attention is paid here to the use of secondary services and products such as printed bibliographic indexes and automated bibliographic databases; numeric databases; intermediary organizations such as libraries, information clearinghouses, and information analysis centers (IACs); and technologies used by engineers for communication purpose. The review covers research reported from 1970 forward, although some exceptions are made, particularly when earlier studies begin a sustained series of studies or when they serve as precedents for other subsequent studies. Section 2 provides a brief overview and summary observations concerning: scientific and technical information (sti) communication research approaches and models; sti communication; communication through primary sti media; interpersonal sti communication; sti communication through secondary media and databases; use of libraries, IACs, and clearinghouses; and state-of-the-art literature reviews of engineers' information needs, information-seeking processes, and information use. Section 3 discusses some distinctions made in the literature between engineers' and scientists' information needs, information-seeking processes, and information use. Several extensive and continuous sti communication research efforts are discussed in section 4, including general research themes, brief descriptions of research methods used, and some significant findings. The research review, section 5, consists of a numbered list of 456 references, given in alphabetical order by author. This comprehensive state-wide study of library systems in New York state describes them and analyzes the way they are working; compares that to the intent of library laws and regulations and to the needs of state residents for library services; and recommends changes where a need for them is indicated. (Three types of library systems are identified: Public Library Systems; the Reference and Research Library Resources Systems (rrlrs); and School Library Systems.) Five components were studied: (1) mission and services; (2) governance; (3) intersystem relationships and cooperation; (4) funding; and (5) measurement. Data were gathered through formal surveys; interviews; analysis of relevant reports; and meetings with various groups. The 117 individual types of services provided by library systems that were identified support libraries and citizens in five ways: enhancement of library services; performance of library operational functions; direct services to users; support of library development; and enhancement of cooperation and communication. The results of this study leave little doubt about the use, usefulness, and value of library systems in New York state, although some areas that need improvement are indicated. A lengthy summary of the study is followed by a list of the major recommendations and detailed analyses of the data for each of the areas studied.
