Eight papers which review the portions pertaining to the news media of the Report of the National Advisory Commission on Civil Disorders are presented. Some of the ideas expressed include the need for integrating the vision, control, and management of white-oriented media, editorializing with solutions as well as problems, having the media examine the position of the black community and take a stand, developing violence coverage guidelines, recruiting and training black reporters, integrating ghetto-operated television and media in proportion to the number of blacks in the area, and reporting the problems of the black community. This collection of conference papers deals with issues concerning remediation of inequality between the urban and suburban schools. Arthur Mann gives an historical account of the effects that public education have had on immigrant groups in the past. Arthur Wise argues that the inequalities in urban education are unconstitutional and cites four sets of Supreme Court cases in support. Phillip Kurland's paper predicts that the Court will tackle the problem soon, but opposes intervention, as Court edicts are seen by him to be unenforceable; this paper concludes that States should take over this responsibility. Julian Levi, on the other hand, looks to the Supreme Court, as the latter can declare local tax systems invalid and order States to implement a more equitable system. Otto Davis foresees the passing of local control of schools should the Court void the property tax as a means of support for schools. (Kg)

A Seminar on Teacher Centers was convened in 1977 by the University of Chicago's Department of Education and Center for Policy Study in cooperation with the Organization for Economic Co-operation and Development, Paris. This volume contains the papers commissioned for the seminar. These papers report on principal issues discussed, and give participants' perspectives. An analysis is presented of several definitions and schemes for classifying teacher centers. Two major streams of influences that have shaped the experience and conceptions of teacher centers to date are traced. The European experience with teacher centers is approached from two viewpoints. The organization of teacher centers in West Germany is described with discussions on the political implications of the teacher center idea and the development and implementation of curriculum innovations. The history, structure, and role of the teacher center in England is outlined, and future trends in education are considered. Sketches are presented from six American teacher centers, providing a set of referents for comparison with the European experience. The concluding papers contain analyses of teacher center issues and discussions on policies and research. (Jd)

A final discussion and summary by James Coleman notes three major issues raised at the conference: should bilingualism be encouraged; should services and facilities be bilingual; and should cultural pluralism be encouraged.
