This report summarizes the results of a cooperative Value Engineering Study of shoulder maintenance undertaken by the State Highway Agencies of Arizona, Idaho, Iowa and West Virginia under sponsorship of the Federal Highway Administration. The study was limited to unpaved shoulders. Implementation of the recommendations in the four study States would result in a total estimated improved service value in excess of $1,000,000 annually. Cost of the study was $100,000. Specific recommendations varied among the States according to local conditions. Among the recommendations are the use of larger trucks for hauling, use of side-discharge shoulder spreaders, modifications to the standard motor grader, and spot paving of shoulders in high maintenance locations. The coordination meetings attended by study participants at intervals during the project yielded significant benefits beyond their immediate function of maintaining unity among the four State investigations. These sessions provided many chances for the team members to observe and discuss equipment and methods being used by others. Useful information was exchanged in several other highway operational areas besides shoulder maintenance

Sulfur-Extended-Asphalt (SEA) will become increasingly more important in the future as the supply of asphalt dwindles, the cost of asphalt increases and the sulfur supply exceeds demand. SEA binders had been used successfully in conventional stack plants and this study proves that these binders can also be used in dryer-drum plants. Emissions problems (SO2) did exist with the dryer-drum plant used, but with wet scrubber capability this problem can be solved. This study involved the placement of two test sections and the report presents a description of the work. As a result of this study, it is also advised that the dryer-drum plant's binder control system be calibrated before SEA concrete mix is produced, and also the water susceptibility of the mix be studied as part of the design

In 1986, the Arizona Department of Transportation (ADOT) constructed a 3500- foot porous pavement experimental section on SR-87 in the Phoenix metropolitan area. The objectives of this project were to determine the constructibility and subsequent performance of porous pavement as a drainage system and pavement structure in an urban area and a desert environment. The porous pavement test section has performed satisfactorily for five years. Although a slight decrease in the infiltration rate has occurred, both the infiltration rate and the storage capacity are above the design values. Visual observation during storm events has shown that the surface of the porous pavement section does not include sheet flow. This provides a marked difference in stripe delineation and pavement glare during night time inclement weather driving when compared to conventional pavement. However, Mu-meter meter skid test results for the porous pavement section are comparable to those of conventional pavements (control). Material tests conducted on the pavement components indicate that the Marshall stability, resilient modulus, and asphalt cement viscosity of the open graded asphalt concrete have increased with time. No cracking or significant surface deformation has occurred during the five years of service. Annual FWD testing was conducted to establish the changes in layer properties. To date, little change has occurred in the layer moduli except for the open graded subbase whose modulus has decreased with time. This phenomenon is unexplained at present. No unusual presence of moisture was detected in any layer of the pavement system. The subgrade moisture content has achieved equilibrium at less than the optimum content determined during the design process
