The relationship between state governments and higher education institutions is analyzed, based on findings of research conducted in 25 states. After considering the multiple higher education institutions and their post-World War ii development in the various states, the book reviews major studies concerned with state government and college relations. Higher education concerns of state governments that constitute the agenda in the 1980s are considered, and three major types of administrative organization at the state government level are defined: statewide governing board, state coordinating board, and state advisory board. Attention is also directed to the two primary arrangements for full-time professional leadership to state higher education boards. Two basic questions about public higher education that state governments must resolve are also addressed: the differentiation of mission among multiple institutions of higher education and the allocation of available resources among public institutions and public programs. In addition, information is provided about the financing of college and key issues concerning external constraints on academic freedom. Finally, institutional autonomy in relation to state governments is discussed, along with speculation about future relationships. (Sw)

Essentials of mission with regard to instruction, research, public service, orientation, access, enrollment size and characteristics, quality, and resources are discussed. The management structure of the university is examined in terms of the various administrative positions and their respective responsibilities. The following four basic components of the management process are analyzed: work planning, work performance, work resources, and work evaluation. University governance is considered in relation to the roles of the president, faculty members, students, other staff members, alumni, and the university council. To learn how a discipline in higher education perceives its instructional role in undergraduate study, six case studies of the process of undergraduate education in political science were prepared and analyzed. An advisory panel was formed to develop the study procedure, to select the institutions studied, and to choose the authors. The case studies drew from an outline of 50 questions. Data was obtained from a variety of institutions by authors who were representative of the discipline. The analysis of the case studies is divided into six sections: the knowledge of political science; the objectives of undergraduate education in political science; students, faculty and institutions; the curriculum for undergraduate education in political science; instructional practices and resources; and a conclusion. Ten college and university mergers are discussed to present information about the reasons for such mergers, the process employed to achieve them, and their consequences. The study provides practical information about several mergers that have taken place and suggests guidelines for those who wish to consider merger. A variety of factors contributing to a merger decision are discussed including geographical proximity, complementary programs, a history of cooperative relationships, the drive to coeducation, the desire to strengthen the quality of higher educational service, and complexities of higher education financing. The processes involved in merger are outlined as are the various consequences. Closing as an alternative to merger is presented and five case studies reveal a variety of factors contributing to that decision. From the cases studied a number of generalizations and guidelines for mergers are presented along with a checklist for merger situations. (Jmf)
