TransCanada is charged the entire toll determined by the National Energy Board (NEB) to be just and reasonable in respect of transmission services rendered by Trans Québec & Maritimes Pipeline Inc. (TQM). Charges to TransCanada by TQM are, upon approval by the Board, included in TransCanada's cost of service as a component of "Transmission by Others". Thus, TQM's toll becomes an integral part of TransCanada's overall cost of transmission. The monthly toll charged by TQM in a year is one-twelfth of the revenue requirement approved by the Board for that year. TQM proposed that, subject to the identification of any particular issue by intervenors which might be dealt with through a public hearing, the Board handle the application in a manner similar to that adopted in the proceeding pursuant to Order RH-2-90, in which all issues other than rate of return were dealt with by written submission. TQM proposed tolls that conformed with the fixed-toll method of regulation set by the Board in the Company's first toll case pursuant to Order TG-2-83 and reaffirmed by orders arising out of subsequent toll cases. The hearing commenced in Montréal, Québec, on 1 December and concluded on 4 December 1992.--Document

In May 2004, the Board released a comprehensive Energy Market Assessment (EMA) entitled Canada's Oil Sands: Opportunities and Challenges to 2015. It contained detailed discussions on major aspects of the oil sands industry and assessed the opportunities and issues facing development of the resource. Since then, there have been significant changes. In recognition of the need for current information, the Board decided to provide this update for stakeholders, which highlights the major changes and new developments. The main purpose of this report remains the same--to provide an objective assessment of the current state of the oil sands and the potential for growth. The outline of the report is as follows: chapter 1 is an introduction to the report; chapter 2 analyzes supply costs; chapter 3 discusses crude oil production and supply; chapter 4 provides a synopsis of the potential markets for the rising oil sands supply; chapter 5 describes the major crude oil pipeline network and expansion plans; chapter 6 highlights the environmental concerns over water, air quality, by-product and waste production from oil sands activity and related socio-economic impacts; chapter 7 assesses the opportunity for electricity generation; and chapter 8 concludes with a discussion on the potential opportunities for the petrochemical industry

This report projects energy supply and demand for Canada to the year 2035. It includes a Reference Case, with baseline projections based on the current macroeconomic outlook, a moderate view of energy prices, and government policies and programs in place at the time the report was prepared. It is considered the "most likely" outcome for Canada's energy future, given the underlying assumptions. In addition to the Reference Case, the report considers four sensitivity cases to provide a broader perspective and reflect the uncertainty around energy prices and economic growth. The four sensitivity cases are referred to as the High and Low Cases (for high and low prices) and the Fast and Slow Cases (for fast and slow economic growth). The following chapters discuss the key factors influencing the Reference and sensitivity cases, highlighting key changes in Canadian energy supply and demand trends. The detailed data tables supporting this discussion are available in the Appendices on the NEB website

On 4 July 1991, TransCanada PipeLines Limited (TCPL) filed an application with the National Energy Board pursuant to Part IV of the National Energy Board Act for approval of 1992 tolls for pipeline transportation services. TCPL updated its application on 22 November 1991 and 4 February 1992. As in the previous application filed in respect of 1991 tolls, TCPL convened a Joint Industry Task Force to resolve issues arising from the application. Task Force membership was open to the public and was advertised to elicit participation. Ultimately, the Task Force was composed of various shippers, producers, industry associations, distributors, provincial government representatives and other interested parties.--Document
