The traditional federal port policy in the United States has been one in which programs of federal agencies did not disturb the competitive relationship among ports. Modern technology combined with other factors such as environmental regulations has disrupted this policy approach. Federal agencies may affect port competition in three ways: allocation of funds for dredging or for port facilities; implementation of existing regulations as they pertain to the siting and operation of terminal facilities and their vessel movements; or formulation of new policies or programs which directly or indirectly affect ports. The federal government must acknowledge the administrative dilemma confronting the traditional approach to federal port policy, establish a unified governmental approach to port planning and development, and take the necessary steps to evaluate the future competitive impacts on ports of its actions

This study is a preliminary attempt to explore secondary impacts of highway projects by relating conceptual premises with empirical investigations. The rationale arises from the legal imperatives of both the Council on Environmental Quality Guidelines and necessities of accounting for long-range consequences of present projects. What the present document intends to do is to provide some preliminary definitions, and in a systematic approach delineate an approach to secondary, indirect or induced effects. A variety of approaches could help indicate the range of questions on secondary effects as well as the procedures that may contribute to a better understanding of the long-range ramifications of highway improvements. The underlying preoccupation of the document is outlining the conditions that make forecasting of alternative futures both possible and plausible

The papers presented at the symposium were arranged in 6 major sessions and 4 keynote address sessions. The session on transportation of agricultural commodities for international trade found that published research in this area was limited and largely theoretical in nature. Papers in the session on the impacts of transportation regulation on agriculture dealt mostly with trucking. It was found that good trucking performance has resulted from the hauling of agricultural commodities which are exempt. The impacts of transportation regulation on agriculture was covered and it was suggested that the economies of size in trucking and quality and cost of trucking services provided by both exempt and regulated truckers, need to be researched. Extensive research on the relationships among people, commodity and service transport systems and the potential for rural development were lacking. Research papers in the session on the economies of freight transportation in low density rural areas, provided a full coverage of this area, from the measurement of the potential extent of the excess rail line capacity problem to the presentation of suggested methods on how capacity adjustment impacts may be estimated. Analyses of changes in the energy situation suggest an adverse income effect on rural people from increased fuel prices. The adequacy of research in transportation problems affecting agriculture and rural areas was also discussed

Procedures and techniques are described which determine measures of the performance of transit station designs. Categories of measures are defined according to the manner by which they are treated in the design process; as a result of policy, or as measures of performance and economic efficiency. Policy items considered include concessions, advertising, personal care facilities, telephones, acoustics, construction materials, design flexibility, parking facilities, and provisions for the handicapped. Performance measures are associated with passenger processing, passenger orientation, the physical environment safety, and security. The policy and performance considerations along with cost factors are used to specify a systematic transit interchange facility design methodology that is recommended to practitioners.
