When circulation decreases, the veins become congested, the tissues do not get enough oxygen, and the kidneys cannot dispose of waste. The result is edema in the ankles and in the lungs making breathing difficult. Heart failure can occur as a result of a heart attack, a defective valve, a birth defect, or uncontrolled high blood pressure. Treatment includes digitalis to strengthen the heartbeat, a diuretic to help the edema, and a low sodium diet.
