Valery Tishkov is a well-known Russian historian and anthropologist, and former Minister of Nationalities in Yeltsin's government. His account of ethnicity, nationalism, and conflict in the territory of the former Soviet Union draws on inside knowledge of major events and extensive primary research. Challenging established interpretations of ethnic factors, Tishkov argues that ethnicity has a multifaceted role: it is the most accessible basis for political mobilization; a means of controlling power and resources in a transforming society; and therapy for the great trauma suffered by individuals and groups under previous regimes. This complexity helps explain the contradictory nature and outcomes of public ethnic policies based on a doctrine of ethnonationalism. Tishkov concludes that the Soviet and post-Soviet nations, as well as the current violent ethno-politics, stem from decrepit doctrinal projects, from elitist efforts to build a state on ethnic principles and a society on exclusivist identities, and from political malfunctioning

This book is one the outcomes of the research project on Ethnic Conflict and Development undertaken by the United Nations Research Institute on Social Development (UNRISD). The project begun to take shape in 1990 with the purpose of studying the nature and characteristics of conflict between ethnic groups in the process of development. It was recognized that as a result of ethnic conflict, societies have had to face serious problems in their development process, sometimes even major setbacks. In some cases, violence has resulted and has become protacted or even endemic. Occasionally, ethnic violence has led to guerrilla warfare, terrorism and civil war. In the process, much needed resources have been syphoned off from development objectives, major social and demographic dislocations have taken place, national unity has been endangered, the legitimacy of governments and state structures has been questioned, human rights abuses have occurred and, in some cases, the involvement of outside actors has influenced national processes. To deal with such problems, countries have had to face the challenge of (sometimes major) institutional and, at times, constitutional changes. Using original research by a number of highly-regarded specialists, this book brings together comparative materials and distinct disciplinary approaches on the origins and dynamics of ethnic conflicts, ethnic policies of nation-states, and different attempts to contain, transform and resolve ethnic conflicts. It is one of the results of a research project on ethnic conflicts and development undertaken by the United Nations Research Institute on Social Development.
