Even today Americans often react to the word 'Vietnam' with mixed feelings of failure, frustration, and guilt. For 25 years, from the time when the first U.S. Military Assistance Advisory Group arrived in Vietnam in August 1950 to the time when the last Marines were lifted by helicopter from the soon-to-be-captured U.S. Embassy in Saigon in April 1975, the United States attempted to create a viable noncommunist state in the Southeast Asian nation. For 25 years, that effort achieved less than desired results, finally ending ignominiously with the rout of the Army of the Republic of Vietnam and the collapse of the South Vietnamese state. During the years immediately after the fall of South Vietnam, Americans in general preferred to ignore and to forget the American experience there. Recently, however, new interest has developed about what lessons the U.S. should learn from its Vietnamese experience and to understand how American policy-makers perceived the situation in Vietnam as they made the critical decisions which led to involvement. This book compares American, Soviet, and Chinese perceptions of the Vietnamese War and contrasts the lessons each country learned, and continues to learn, from the U.S. involvement in it. -- from Preface

This memorandum seeks to add to the understanding of the Soviet-American military equation by examining the Soviet perception of American will, and assessing its impact on future Soviet foreign policy behavior. The author contends that President Carter's election presented the Kremlin with new uncertainties concerning the policies President Carter would adopt, how successfully he could marshal political support, and what changes he could achieve in the US ability to act in the international environment. The author asserts that the Soviet Union has come to regard President Carter as a clever politician who, to a great degree, has succeeded in reforging American will, and, correspondingly, American ability to undertake certain foreign initiatives. He concludes that the way the Soviet leaders answer questions about the continual evaluation of American will can significantly impact future Soviet foreign policy behavior. (Author)

After first presenting an overview of the Soviet perception of President Carter, this memorandum examines the Soviet reaction to several of President Carter's 1977 strategic weapons decisions. The author concludes that the Kremlin's reactions to those decisions were conditioned by a number of factors including legitimate Soviet security concerns, the availability or nonavailability of roughly comparable systems within the Soviet arsenal, and, from the Soviet perspective, a resurgence of 'reactionary elements' within the US political arena. He asserts that, in certain respects, the American decisions may have influenced the Soviet leadership to be more pliable in its bargaining positions, but have also opened possibilities for additional spirals in the strategic arms race.
