This report reviews the contemporary duties performed by deputy ministers in Canada, the challenges they face, and the work methods used to meet these challenges. The first part explores changes taking place in the world and which have an impact on the government and on how deputy ministers perform their duties. This is followed by discussion of the new skills required of a deputy minister. The second part addresses the growing amount of time required for horizontal management, based on interviews with deputy ministers. It asks whether deputy ministers believe horizontal management demands too much time, how they participate in the process without neglecting their department, what their learning needs are in this area, and how accountability for horizontal management could be improved. The third part focusses on deputy ministers' initial time in the position, a period of critical importance when the newcomer earns the trust of colleagues & contacts and develops a plan of action for the department. Part four reports how deputy ministers themselves define leadership. Part five studies how deputy ministers approach one of their primary tasks: guiding their subordinates. The final section addresses the potential needs of deputy ministers, such as learning, professional development, community affairs, and support during crises & career transitions

Examines in detail the relations between federal ministers and their deputy ministers during the two mandates of the government of Brian Mulroney, based on a series of interviews carried out in 1995 with 23 of the 53 ministers appointed between September 1984 and June 1993. These former ministers were asked to comment on the nature of the working relationships they established with their deputies and chiefs of staff, and the extent to which they may have had a role in the appointment or removal of their deputy ministers. The ministers were provided with a list of criteria for evaluating their deputies' performance and were asked to indicate, according to these criteria, the level of satisfaction with the deputies who served under them. The findings are set in context by examining the traditional roles and duties of ministers, deputies, and chiefs of staff or executive assistants in the Westminster model. Issues explored include ministerial responsibility, the role of a professional career public service in serving the public interest, and the key factors likely to influence the relations between the minister, deputy, and chief of staff. The study is enriched by comparisons with a similar study of Quebec ministers active between 1976 and 1985

Horizontal management essentially exists when one or several managers of one or several organizations address a question no longer based exclusively on preoccupations for which they are responsible, but on a wider approach aiming at including interests, resources, and constraints of other stakeholders of this field. This report begins with a review of that concept, its typological formulas, benefits, and difficulties. It then summarizes case studies of horizontal management practices in Quebec selected according to such criteria as duration, diversity, and horizontality.
