This report deals with the continuing education of rehabilitation counselors both during and through employment. This type of a program requires information on how: (1) the structure and patterning of tasks in the work milieu, (2) administrative practices and attitudes, and (3) counselor characteristics can specifically influence what effect continuing educational experiences of both the during-employment and through employment variety have on desired outcomes. Research on instructional media has demonstrated that any format for training can be effective if designed according to what is known about teaching-learning linkage. Audiovisual hardware, macro forms of learning, laboratory experiences, and curriculum level structure are considered. Relating continuing educational outcomes to job performance criteria for the rehabilitation counselor is complicated in many ways, including the relative independence among intermediate criteria of counselor performance. Various studies, in the past, present, and future in continuing education for rehabilitation counselors conclude this report. (KJ)

This paper examines the perceptions of state agency vocational rehabilitation counselors and supervisors in regard to the values they attach to present inservice education programs and to supervision. Subjects were 282 rehabilitation counselors and 64 supervisors employed in state and federal vocational rehabilitation programs in Iowa, Illinois, and Minnesota, all of whom completed a questionnaire. The study considered two variables, amount and type of training, in determining whether "trained" and "untrained" vocational rehabilitation counselors and supervisors differed in their evaluations of present inservice education programs and supervisory consultation. Results indicate a significant difference in the perceptions held by trained vocational rehabilitation counselors and untrained supervisors with respect to the value of inservice training in job performance. Both trained and untrained counselors perceived their current inservice programs as more helpful in the performance of their jobs than did trained and untrained supervisors. (Author)

The report and its guidelines summarize views expressed in several papers and conferences sponsored by the national institute on services for handicapped children and youth. The purposes of the institute are defined. Guidelines developed by preliminary committees and refined by conferences cover five areas--cooperation among voluntary organizations, state interdepartmental cooperation, coordinating services at the intermediate level, comprehensive diagnostic and treatment centers, and coordination of special education and vocational rehabilitation. Also included is a chapter describing federal programs for handicapped children and youth. Five appendixes list the steering committee, agency participants in the preliminary conferences, members of special study committees, the discussion group leaders and recorders, and authors of institute papers.
