This article reviews the decision made by the European Union at Helsinki in 1999 to accept Turkey's application for European Unon membership. Reasons for the change included the change in Greek policy, and acceptance of the economic potential of Turkey. However, there are very considerable difficulties with the application. These include political difficulties. The article considers the need to revise the constitution to reduce the excessive role of the military in politics and the involvement of the military in a large range of productive and profitable industries. Rights of Kurdish people and their relationship to the Turkish government are also serious problems. Possible future conflicts between military and civilian interest groups are outlined.--SCAD summary
