The approach used in this study is twofold: First, I consider the actual prospects of coal as a major alternative to oil, natural gas, and possibly nuclear power in the coming decades. Appraisals are made of how much coal is likely to be used and the specific forms this use will take....Second, having made such an appraisal for the U.S. coal industry, I then turn to its implications for Canadian customers. From the introduction: The purpose of this report is to review some of the major developments of the past few years that have shaped the current state of the bilateral relationship and to examine the most likely near-term trends and issues in that relationship. In this introduction the theme of difficult transitions is developed and related to a variety of recent bilateral issues. Chapter 2 highlights the main elements of the current economic environment in the two countries and examines how this environment has created short-term transitional problems in such areas as trade, investment, and the rate of exchange. Chapter 3 takes a closer look at private capital flows in terms of both short-term economic factors influencing investment decisions and institutional developments that have affected, or might affect, bilateral capital movements. As an example of issues that have persisisted in the Canada-U.S. relationship for many years the Automotive Agreement of 1965 is examined and assessed in Chapter4. Certain aspects of bilateral energy relations are reviewed in Chapter 5 to illustrate the type of complex new issues that have been emerging

From the Foreword: This study examines Quebec's international and interprovincial exports. It looks at their relative concentration, by product and by destination, and shows how they have developed along two parallel tracks: foreign exports of raw and semi-processed goods and interprovincial exports of consumer goods produced within the shelter of Canada's tariff and non-tariff barriers. The examination reveals the distinctive features of Quebec's export structure compared to that of other Canadian provinces and makes it clear that Quebec is the only Canadian region for which extraprovincial Canadian sales are more important than foreign sales. The report draws attention to long-term factors determining Quebec's particular export structure - notably its factor endowment, its proximity to the previously dynamic market in the northeastern United States, and the influence of Canada's century-old National Policy
