The Canada-Ontario Agreement Respecting the Great Lakes Basin Ecosystem (COA) provides the long-standing mechanism through which Ontario works with the Government of Canada to restore, protect, and conserve the environmental quality of the basin for present and future generations. ... The 2007-2010 COA was renewed in 2007 and will expire on March 31, 2010. The current Agreement is signed by eight federal departments and three provincial ministries. Federal signatories are: Minister of the Environment (and Minister Responsible for Parks Canada Agency); Minister of Agriculture and Agri-Food; Minister of Fisheries and Oceans; Minister of Health; Minister of Natural Resources; Minister of Transport, Infrastructure and Communities. Provincial signatories are: Minister of the Environment; Minister of Natural Resources; Minister of Agriculture, Food and Rural Affairs. The purpose of this review is to provide information and recommendations to support the development of the 2010 COA. This review was undertaken on behalf of the COA MC Secretariat as per the commitment under the 2007-2010 COA which states that "Canada and Ontario will conduct a comprehensive review of this Agreement to be completed by November 27, 2009."

A model for estimating the economic impact of selected environmental projects is also given. The report updates a 1988/89 study, describing the current structure and scale of the industry in Ontario; reviewing trends in legislation and the market demand for environmental products in Canada and selected foreign markets; discussing government policy impacts on the environmental protection industry; and describing the environmental impact model used. A database was developed through a mail survey of 550 companies, with a telephone follow-up, and interviews with a sample of 50 companies in various segments of the industry. Interviews were also conducted with representatives of manufacturing industries, utilities and municipalities that purchase environmental products and services in Ontario and with 20 additional industry participants and professional associations on human resource skills in the province

The Task Force was made up of representatives from business, environmental groups, the legal profession, and government. The Task Force's report, including a draft Bill, was presented in July 1992 and public comment was invited on the draft Bill. Comments were received from labour, farmers, business and industry, municipalities, environmentalists, environmental consultants, lawyers, and individuals. After reviewing the public comments, the task force made 59 supplementary recommendations, contained in this report. The report also includes a summary of the Bill and a list of the groups that provided comments

Ontarians are passionate about our natural environment, and we both depend on and take pleasure from our natural resources. Those resources are one of the cornerstones of our prosperity and contribute to our high quality of life. However, as a society, we are consuming these precious natural resources at an unsustainable rate. Ontario's waste diversion framework -- the legal and policy tools that promote waste reduction, reuse, and recycling -- was constructed over the last 20 years as a way to give effect to our societal value that we must create less waste and reuse and recycle the waste that we do create. Over the past two decades, municipalities, consumers, and businesses have made real efforts to improve waste diversion, bit by bit increasing the amount of waste that is reused and recycled. However, we continue to generate a significant amount of waste. The vast majority is collected and carted away to landfills where it is buried forever
