"Building and strengthening the 'rule of law' in developing nations, particularly countries in transition or emerging from a period of armed conflict, has become a central focus of the work of the United Nations. As a result, there is a growing demand throughout the United Nations system to better understand the delivery of justice in conflict and post-conflict situations and the impact of developments in this area. The United Nations Department of Peacekeeping Operations (DPKO) and the Office of the United Nations High Commissioner for Human Rights (OHCHR), in cooperation with other United Nations departments, agencies, funds and programmes, have developed an instrument to monitor changes in the performance and fundamental characteristics of criminal justice institutions in conflict and post-conflict situations. It explains the concept of structured fines and explains their potential benefits, including offender accountability, deterrence, and fairness, effective and efficient use of limited system resources, revenue, and credibility of the court. Experience with structured fines in Europe and the United States is also described. Additional sections explain how to set goals and priorities, develop a unit scale that ranks offenses by severity, calculate the amounts of fines, and impose the structured fine sentence. The scope of the problem is discussed in terms of arrest data and a review of related surveys, studies, and literature. Factors considered in describing the characteristics of violent delinquents include patterns of delinquency and violence, sex, age, racial factors, family structure, socioeconomic status and social environment, education and learning, psychiatric characteristics, and physical health. Comparisons are made between juvenile violence and adult violence. Official responses to juvenile violence such as police and court processing and the ways in which courts in certain New York and New Jersey counties have dealt with cases of juvenile violence are reported. Various forms of treatment used in dealing with juvenile delinquents are discussed.
