These conference proceedings of the Association for Moral Education contain papers on the evaluation of moral development and of moral education programs at all levels. In section I, "Evaluating Moral Education Perspectives and Examples," models of moral development that have influenced theory and practice during the past ten years are described and contrasted, and new directions in evaluating specific moral education programs are illustrated. Specific instruments and techniques that have been developed to assess moral reasoning are then described. Of all the instruments presented, only Kohlberg's Moral Judgment Instrument and James Rest's Defining Issues Test have been extensively validated. Section ii on "Alternative Modes for Assessing Moral Judgment" describes Kohlberg's Moral Judgment Instrument, includes an interview with Kohlberg on the history of his sequential stage theory and his current thinking and reviews the Defining Issues Test which is the most widely used measure of moral judgment. Also included in this section is a description of a new measure called the Socio-Moral Reflection Measure and discussions of efforts to create instruments that integrate the evaluation of both content and growth in moral reasoning in a single measure. Section two concludes with two descriptions of more global evaluation strategies. The third and final section "Evaluation Strategies for Programs with a Value Dimension" deals with issues of integrating moral education into the curriculum of the schools. (Author/RM)

Brief descriptions of recent research in early childhood moral development and the author's own hypotheses about the relevance of moral development theory on early childhood classrooms and curricula are provided. The three recent research studies focus on young children's development of a capacity for empathy, social perspective, and sense of justice. According to the author, positive reinforcement for thoughtful ways of dealing with conflicts provides a home and classroom environment conducive to learning. Adult verbalization in moral development helps the child bridge the gap between the awareness of his own feelings and his awareness of the feelings of others. When language underscores the child's experiences and when the message is consistent with the social behavior the child sees around him, the language undoubtedly contributes to social learning. A stable, consistent, and accepting environment can help the child learn about fairness even though the teacher makes no overt effort to teach about justice. Finally, since television is often the child's primary view of society, moral education in school must consist of guided discussion of information and misinformation from television viewing. Methodology related to Lawrence Kohlberg's theory of moral development has been continuously refined by creation and evaluation of additional research instruments. Instruments have been tested at summer scoring workshops presented by Kohlberg and his staff at the Center for Moral Education, Harvard University, in 1972, 1973, and 1976. Instruments include: (1) a standard-form scoring system to redefine the stages of moral development at a structural level and distinguish more clearly between issues and concerns; (2) a structural interviewing system which penetrates beyond a subject's opinions, attitudes, and beliefs to basic reasoning or justification patterns; and (3) a standard moral-interview format, which directs the subject to make the choice at the beginning of each dilemma. Many problems related to interviewer misperception of values placed by the subject on a particular issue have been alleviated by asking the subject to weight the values. Other problems encountered by participants at scoring workshops relate to dominant-issue scoring. Participants should have fewer problems with scoring if they refer to Kohlberg's 1977 manual, average across elements within the governing norm, and consider unsolicited reasoning responses by the subject during the interview. The conclusion is that Kohlberg's moral development theory is constantly being improved as Kohlberg and other scholars work to make it more relevant to moral dilemmas. (Author/DB)

Values education has become an important theme in social studies education in recent years. Although long ignored, moral education, as the British call it, is being emphasized as the pressures on and needs of children in a fast-paced society have become evident. Professional organizations have conducted workshops on the topic of values education. On the "how to" level, the Americans have produced a variety of programs, curriculum materials, and teacher guides that are of use to the social studies teacher. Sources of such materials include the Social Science Education Consortium's "Data Book" and the November 1973 issue of "Social Education." A variety of books in education dealing with increasing options in teaching are relevant to moral educators. Projects such as "Man: A Course of Study" include extensive teacher training programs. As values education gains a legitimate place in the curriculum, teachers will feel increasingly free about incorporating a value orientation into other parts of their regular curriculum. (JH)
