Studies show that 9 out of 10 migrant students do not complete their high school education. To identify the factors contributing to this high dropout rate, 350 migrant youths were surveyed to assess what they viewed as "good" programs and why they had dropped out of school. Most respondents noted some sort of sports activity as what they liked best about high school and academic classes as what they liked least. Programs of greatest interest were those offering job/career training. Reasons for dropping out were usually related to the need to work and family concerns. These and other study results are discussed at length in the first section of this document. Interviews with migrant students and excerpts from their letters and articles shed further light on the young people's experiences with secondary education. The second portion of the document describes nine exemplary programs for secondary level migrant students which offer such special services as financial and supportive college assistance, "hands on" work experience, vocational training, learn and earn incentives, and credit exchange between schools. Conclusions from the survey and review of the already existing programs list such needs as transfer of academic credit, stipended work experience, counseling and career education, and financial assistance for college, as well as trade school. The University of New Mexico soil stress gage is fabricated of aluminum with a modulus of approximately 10 to the 6th power psi, and weighs 2 ounces. The gage was evaluated in a series of tests which included (1) full bridge and potentiometer circuitry; (2) three types of calibration: hydrostatic calibration to 1,500 psi, zero-cover calibration statically in soil, and zero-cover calibration dynamically in soil; and (3) burial in soil containers of two different configurations for static and dynamic testing at various depths from zero cover to 36 in. at centerline and quarter point. The UNM gage was found capable of measuring static and dynamic soil stress in a dense 20-30 Ottawa sand in field and laboratory tests up to 2,000 psi. Static measurements within + or - 8% of the applied pressure and dynamic measurements of + or - 10% of the applied pressure were obtained. (Author)

This paper argues that the distinction commonly drawn in freshman composition texts between fact and opinion is functionally worthless and presents students with a useless dichotomy. It is wrong to stress the difference between fact and opinion because it has led to the assumption that there is a style of writing appropriate to the presentation of fact and a different style suitable for other types of writing. The advantage of rejecting the conventional distinctions between fact and opinion in composition classes is that it forces the students to confront their own minds rather than hiding behind a facade of fact. Even in areas such as scientific research, historical investigation, and newspaper reporting, the ideal of objectivity is largely a myth. The use of fictive techniques in all kinds of writing should be encouraged. (Ts)

Methods based on integrating differential equations or on image processing do not lack such criteria, but seem to require constructing the solution in the ambient space, i.e., in one dimension larger than the offset. We investigate such methods."
