This is the second of two Ship Structure Committee reports describing a three-year investigation of the crack propagation and arrest characteristics of ship-hull steels. The earlier report (SSC-242), which dealt principally with development of experimental and analytical techniques, is briefly discussed. Results are then presented for the following steels: ASTM-A517F (high strength low alloy), 9% Ni (for cryogenic service), ABS-C and ABS-E (two plates, one of which is high strength and designated EH)

The research program consists of various tasks on metallurgical synthesis, which are aimed at developing improved microstructures in metals and ceramics of interest to the Air Force. The tasks are considered 'next step' research, in that prior critical experiments have demonstrated the feasibility of a concept. The research was aimed at developing the potential usefulness of the basic concept, and to determine the circumstances under which it might be expected to operate. The tasks discussed in this report deal chiefly with research on aluminum and titanium alloys, and to a lesser extent with ceramics. (Modified author abstract)

Progress made in applying advanced techniques and structural concepts to the problem of strengthening the Group VI-A metals, Cr, Mo, and W, is examined. At low temperatures, T/Tm<0.2, dislocations and grain boundaries play an important role. High strength values and the marked temperature and strain-rate dependence of the yield stress exhibited by the Group VI-A metals in this range are consistent with the idea that dislocation movement is rate controlling and thermally activated. Dislocation mobility considerations also point to the existence of high stresses in advance of a moving crack, and, consequently, a low level of crack propagation resistance. A second factor contributing to the brittleness of Group VI-A metals is grain-boundary weakness caused by interstitial atom impurities. Studies of rhenium additions to the Group VI-A metals suggest that the brittleness tendency can be inhibited by alloying. The origin of this effect has not been decided

The size of locally yielded regions, the stress distribution, and displacements attending a crack in tension under plane stress have been calculated by extending the work of Dugdale and others. Methods have been developed to take work hardening and unloading into account. The displacements and plastic-zone sizes measured in edgeslotted silicon steel coupons are found to be in agreement with calculations. Conditions under which plane stress or plane strain are dominant in these edge-slotted specimens have also been determined. Finally, Irwin's fracturetoughness parameter and the conditions for crack extension are formulated in terms of basic material parameters consistent with experiment. (Author)
