This report, in two volumes, addresses environmental impacts stemming from economy-wide policy reforms, and seeks to clarify the nature of the economic, physical, institutional, and cultural aspects of their relationship. Volume 1 summarizes the case studies and synthesizes their key principles. Volume 2 explores the case studies in full length. They reflect a wide range of country situations and environmental problems. Pollution issues are addressed, such as air quality and energy use in Poland and Sri Lanka, while a variety of natural resource-related issues are covered in the other studies: deforestation and land degradation in Costa Rica; migration and deforestation in the Philippines; agricultural land degradation due to overgrazing in Tunisia, fertility losses due to extension of cultivation areas in Ghana; water resource depletion in Morocco; and wildlife management in Zimbabwe. The great majority of persons in rural areas of the developing world do not have access to a safe and convenient source of water, and where this is available, acceptable sewage disposal facilities are normally lacking. The authors examine a wide range of factors - physical, social, and economic - that are involved in improving the adequacy of water supply and sanitation in the coming years. Among the principal topics covered in detail are: (a) the character and extent of the problems connected with water supply and sanitation; (b) the goal of improved health, with specific reference to the relation between water supply and water-borne disease, on the one hand, and social and economic activity, on the other; (c) the effects of improved water supply and sanitation on productivity, incomes, rural-to-urban migration, and overall development; (d) problems of, and strategies for, program planning and administration; (e) the special problems of operation and maintenance; and (f) the importance of recovering program costs from beneficiaries. The rapidly increasing cost of electric power in recent years has brought about a growing awareness of the importance of pricing policies in maximizing the net economic benefits of consumption and avoiding waste. Although the theoretical principles governing optimal pricing strategies have long been understood, their practical application to the energy sector in general, and to electric power in particular, has not been seriously pursued until recently. Increasing unit costs, however, have provided the stimulus for a change in approach, and there is now a good deal of evidence that marginal cost pricing is becoming accepted as an important criterion that should be considered in determining electric power tariffs. The book contains a summary of the economic principles underlying marginal cost pricing for electric power, and emphasizes the importance of the adjustments that need to be made to the strict long-run marginal costs (LRMC) to reflect the various economic, social, and engineering objectives and constraints that are actually faced by policymakers in the energy sector. The book also consists of case studies that follow a two-stage procedure in which the LRMC of electric power is used to weigh the costs and benefits of other policy objectives that might be addressed through the medium of power pricing. LRMC is therefore treated largely as a benchmark by which other economic and social objectives may be consciously judged

This volume is the result of a cooperative effort between the world Bank Institute and the Development Bank of Japan (DBJ) to encourage policy discussion of the links between global environmental concerns and national development policies and programs. The report is based on the premise that policymakers traditionally have not viewed global environmental problems, such as climate change, as collateral outcomes of their national sustainable development agenda. Therefore, the objective of this report is to present case studies that demonstrate how policy reform and investments can together produce national economic benefits while mitigating carbon emissions associated with climate change. These examples from Japan, which highlight the "software" aspects of change instead of the technology (for example, the important role of public-private sector cooperation, pricing incentives, and community participation) will be relevant for developing countries where the potential for these sources of change have not been sufficiently exploited
