The immense changes wrought by the Internet pose many questions and dilemmas for today's librarians. The author's take on the Internet is one of an ever-evolving beast. The six chapters of this book take the reader from mastering the nature of the beast--including a discussion of online searching pitfalls and other more general hazards--to the intricacies of Internet ethics (I.E., copyright issues, privacy rights, spam), a listing of some of the best reference resources available online for librarians, and a final look at anticipating the future of the Internet. Chapter 1 gives an overview of the capabilities of the Internet, and Chapter 2 addresses some of the traps, pitfalls, hazards, problems, and concerns connected with Internet access. Party-in-power as a determinant of state aid to public libraries by Bruce A Shuman( Book )

This study measures changes over nearly thirty years in the amount of aid provided by state governments to public libraries and the relationship of these changes to the party in power. Aid is examined at two levels: the first views the party in power at the inception of state aid the second notes the party when a significant increase is made in aid levels. Neither condition produces a definitive relationship to the party in power as defined by the study, and progress in aid seems nearly evenly divided between the ascendant parties, or at least in proportion to the dominant party across the United States at the time. The study does reveal a regional correlation to arbitrary groupings of the states into the Northeast, South, Midwest, and West and it tends to show that the more urban and populous the state, the greater is the legislative and executive support for such aid. Future analyses will move beyond the two valued party in power variable to examine the personalities of the governor, state librarians, and peculiar economic and educational situations and their relationship to legislative action or nonaction as regards library support at the state level. After surveying the history and current status of online database searching, this report offers a timeline describing four stages of possible developments for online systems. In the first stage, an expert interface assists CD-ROM-based searching by offering advice about search strategies. Advantages are that search logic can be refined with the help of an expert consultant; however, keyboard input is still required. The next stage features online searching conducted through either keyboard or voice input. A problem is that verbal speech has its own limitations--E.G., Pronunciation differences and accents. At the next stage, more sophisticated interactive robotics permit database construction and searches through private conversations between user and system. Its diagnostics make the system capable of learning and improving, and able to adapt to personality requirements of an individual user. However, browsing would be almost impossible and robotics are expensive. The final stage depicts a time when neurotransmission of requests from a searcher's mind directly into the system will make it possible for the computer to respond to thoughts rather than words. A problem with this stage includes the necessity of users' learning to erect mental shields to screen out thoughts not related to the search. (Sd)
