U.S. Navy Commander William F. Bundy was born in Baltimore, Maryland. Bundy earned his B.A. degree from the University of Hawaii; his M.A. degree in national security and strategic studies from the U. S. Naval War College; his Ph.D. degree from Salve Regina University in 1993. Bundy is one of the “Centennial Seven” African-American submarine skippers who rose from enlisted ranks to earn a commission and command submarine. Before assuming command of the U.S.S. BARBEL, he completed many patrols on nuclear attack submarines in various roles, including combat systems officer, navigator, and assistant weapons officer. He was also chief staff officer of submarine squadron three in 1990. He retired from the active duty in 1994. He was appointed director of the Rhode Island Department of Transportation. He returned to the U. S. Naval War College. He was appointed director of the Admiral Samuel L. Gravely, Jr. Naval Research Group
