The first essay is devoted to the nature and work of the Emergency Court of Appeals. In a real sense, the decisive test of the legal validity of the OPA's action was met before the stage of litigation was begun. The principle burden of responsibility to draft a framework for the OPA to work in were the price lawyers. They drafted the regulations and counseled the Price Administrator. The second essay attempts a review of the role and actions of the legal staff assigned to work price control
