"A number of vehicles registered in South Australia were originally registered elsewhere in Australia, predominantly in New South Wales. A hypothetical scenario is that vehicles transferred from New South Wales to South Australia are more likely to have been involved in a crash in New South Wales, repaired before being on-sold to vehicle purchasers in South Australia and that the South Australian used car market is perhaps at the receiving end of smash repaired vehicles. This study examined registration data from South Australia and registration data and crash data from New South Wales. Very few vehicles were involved in a previous crash in New South Wales prior to transfer to South Australia and for a majority of vehicles the crash rates compared to vehicles retained in New South Wales were not significantly different, so safety concerns about these vehicles are perhaps unjustified. While there were some vehicles from New South Wales that were involved in high-damage crashes and transferred to South Australia, these appear to be clearly identified as such." -- from Abstract

"Work related road safety is a fundamental issue for many companies. Many occupations require trips by road which presents risks for employees and other users of the road system. Vehicles used for work purposes are considered part of the workplace, and it has been estimated that work related road crashes in Australia account for about half of all occupational fatalities and 15% of national road deaths. However, the safety of a company's fleet vehicles and of its employees goes beyond driving while on duty for work. Fleet vehicles are also used by employees while they are commuting to and from work and even while engaged in personal leisure activity. In addition, fleet vehicles are generally sold to private buyers within a few years meaning the purchasing decisions made by fleet operators help to determine the safety profile of the general vehicle fleet. RACV commissioned this report to gain a better understanding of road safety and more particularly work related road safety. The project reviews vehicle and driver based initiatives that have the potential to reduce road trauma in fleet settings. Publically available resources that address work related road safety have been reviewed and consultations with a range of organisations provide an insight into current work related road safety policies and practices. The report outlines best practice principles and priority actions to assist managers to improve a company's road safety profile. ."--Page i

"This report reviews key road safety related offences imposed under the WA Road Traffic Code 2000 to determine the appropriateness and consistency of penalties in Western Australia. The penalty structure (fees, demerit points, licence disqualifications) were reviewed for the following broad offence categories: speeding, non-restraint use, failure to give way, failure to obey traffic controls, overtaking, following too closely and in-vehicle distractions (e.g. mobile phones). In reviewing the penalties, consideration was given to parity between offences of similar seriousness and demonstrated road safety risk, and consistency of the penalties in Western Australia with those of similar offences in other Australian jurisdictions. An additional issue examined in the report was the best means by which to manage recidivist speeding offenders. On the basis of the review, recommendations concerning changes to penalties in Western Australia were made." -- publisher description
