The study is divided as follows. Chapter 2 outlines the pattern of divergence in four key areas: the level of union organization and union strategies and approaches; employer goals and objectives and strategies for labour-management cooperation; collective bargaining approaches and outcomes; and the nature and direction of public policy and the administration of labour legislation. The major explanations for the divergence are reviewed in Chapter 3. The various explanations are grouped into environmental explanations focusing on political, cultural or value systems, labour laws or the public policy framework, and cyclical and structural changes in the economy; and strategic choice explanations linking the divergence with the differences in labour and management approaches and strategies. Chapter 4, the conclusion, explores whether the divergence is temporary or permanent and its implications for the future direction of the Canadian industrial relations system

Following almost forty years of steady uninterrupted growth the union movement in Canada experienced in the early 1980s losses in the total number of union members....Another critical indicator of the condition of the labour movement in Canada is the level and composition of new organizing activity that is conducted....The purpose of this study is to examine the labour movement's performance in this critical work in Ontario...The method of analysis in this study is statistical. Aggregate data on the number of certifications and decertifications granted by the Ontario Labour Relations Board in the years 1970-1986 has been compiled into series tables. These tables are the primary source for analyzing the union movement's organizing activity in Ontario in the past two decades. They also provide a new perspective from which to assess the condition of the Canadian labour movement in the 1980s

From the Preface: This study updates George Adams' review of discharge grievance arbitration published by the Industrial Relations Centre in 1978. Part I reviews the theoretical basis for the application of discipline in the workplace. The opportunity is taken to expand on disciplinary concepts identified by Professor Adams and consider implications of the developing arbitral discharge jurisprudence. Part II develops the comparative base through a survey of Canadian and American studies on both discharge arbitration outcomes and reinstatement experience. Part III reports the study results based on 821 discharge cases over a three-year period (1983-86) in the Province of Ontario. Arbitration outcomes, are considered by a variety of variables related to the nature of the offence, arbitral forum and process, as well as grievor characteristics. The reinstatement experience for 251 grievors is then reviewed through a similar variable analysis
