Undertaken at the request of the U.S. Employment Service (uses), this study assesses the validity and fairness of the General Aptitude Test Battery (gatb). The U.S. Department of Labor is considering whether to promote the use of the gatb throughout the uses to screen many of the 19 million persons passing through the system annually in search of private- and public-sector jobs. Topics addressed include the policy context, issues in equity and law, the role of the uses, psychometric properties and other characteristics of the gatb, problems affecting the gatb (test administration, speededness, and coachability), the theory of validity generalization, application of validity generalization to the gatb, differential validity and differential prediction, assessment of the USES's gatb referral service, and evaluation of economic claims associated with the referral service. The report concludes with recommendations for referral and score reporting. A synthesis of research on the psychometrics of the gatb, tables summarizing gatb reliabilities, and biographical sketches of committee members contributing to the report are appended. (Tjh)

This is the sixth and final report of the National Research Council's Committee on the Performance of Military Personnel on the Joint-Service Job Performance Measurement/Enlistment Standards (jpm) Project, a project designed to develop measures of performance for entry-level military jobs so that enlistment standards could be linked to performance on the job. Technical discussions are placed in a policy context, with initial chapters providing a historical introduction and describing the forces influencing military personnel selection. Succeeding chapters review improving job performance criteria for selection tests, developing job performance measures, and conducting personnel testing. Other chapters discuss evaluating job performance measures for reliability, content representativeness, and criterion-related validity. A final chapter discusses management of human resources. The jpm Project has demonstrated that reasonably high quality measures of job performance can be developed, and that relationships between these measures and the Armed Services Vocational Aptitude Battery (asvab) are strong enough to justify the ASVAB's use in setting enlistment standards. A coda discusses the jpm Project and accession policy. There is a 168-item list of references and prior committee reports. This document describes the theory and practice of testing; illuminates competing interests in a balanced fashion; and helps those who make decisions with tests or about testing to reach better-informed judgments. Part 1, the report of the Committee, presents a wide-ranging discussion of testing issues. The text has been kept largely free of the critical apparatus of scholarly literature. Chapters 1 through 3 provide an overview of the controversies surrounding testing, an introduction to the concepts, methods, and terminology of ability testing, a brief history of testing in the United States, and a discussion of the proliferation of legal requirements that have come to surround the use of tests. Chapters 4 through 6 describe test use for employment selection and educational purposes, point out common types of misuse, and make recommendations about how tests might be better used to preserve the integrity of the technology while at the same time responding to legitimate social, institutional, and individual goals. Chapter 7 takes a look at the limitations of standardized tests and then attempts to establish a sense of proportion by placing the controversy over testing within the context of the larger social currents that influence the course of national life. This report provides a blueprint for reorganizing the governing structure of the National Assessment of Educational Progress (naep) and suggests new procedures of test development and test administration that will increase the interpretability of the assessment while at the same time making more staff and monetary resources available for research and user services. Further, the plan includes provisions for protecting the trend analysis function of naep by assuring a satisfactory level of comparability between the new assessment and prior assessments. A number of fundamental changes are necessary if the objectives of greater efficiency and policy relevance are to be met. Among the recommended changes for naep are: (1) a full-time, professional staff for the Policy Assessment Committee; (2) the introduction of methods for developing objectives and items that are more cost efficient, provide for input from wider audiences, and result in a product that could be widely used by state and local school districts; (3) creation of a "national" item bank; (4) introduction of simplified methods of test administration; (5) revision of sampling procedures to eliminate cluster sampling; and (6) use of item domains.
