It outlines the views of CFOs on their banking relationships, explores how these CFOs view the performance of Canadian banks both at home and abroad, and examines whether these views lead them to have strong feelings about the current ownership structure of Canadian banks. The Ethical Trading Action Group, a coalition of organizations concerned about sweatshop labour practices or ethical sourcing in the manufacture of apparel, has made a proposal to amend the Textile Labelling & Advertising Regulations of the Textile Labelling Act that would basically require mandatory disclosure of manufacturing sites on labels of apparel sold in Canada. This report was commissioned by the Competition Bureau to assess the legislative amendments proposed by the Group. The purpose of the assessment is to determine what policy alternatives would achieve the objectives of the Group's proposal and what are the implications for consumers, government, domestic industry, trade, and trade agreements if the proposal or any of its alternatives are implemented. The report first interprets the various objectives of stakeholders to discover the ultimate objective of the policy. It then summarizes the strengths & weaknesses of the Group's proposal, including historical & stakeholder perspectives around the issue of improving working conditions in the apparel industry, and describes efforts aimed at improving labour practices in Canada & around the world. Assessment criteria are set out and applied to stakeholder assessments of the effectiveness of the Group proposal and five alternatives. The report concludes by suggesting how the best components of each proposal could be combined as part of an optimal policy mix, aimed at achieving the ultimate policy objective
