This book, first published in 1969, is widely regarded as one of the best studies of Rousseau's thought in any language. In it, Professor Shklar examines Rousseau's central concern: given that modern civilisation is intolerable and a return to the state of nature impossible, how is man to arrange his existence in society? Shklar organises the study around Rousseau's two conceptions of Utopia: the Spartan city and the autonomous family group. She emphasises the importance for Rousseau of psychological factors and shows how, when mediated through his images of authority and use of metaphor, they bring him to his notorious view that man is 'everywhere in chains'. In Shklar's view, Rousseau's conclusion is almost equally pessimistic: the chances are very remote that we can overcome the psychological obstacles to become both men and citizens

El aspecto más original de su obra, que la vincula con Berlin y Arendt, es el liberalismo del miedo. El siglo XX pone ante nuestros ojos un paisaje de horrores que no ha conseguido mitigarse, ya que violencia, crueldad y coerción persisten en la mayoría de las sociedades, y afectan sobre todo a los más desfavorecidos, lo que impide ilusionarse con la política. No hay más solución que la liberal de un gobierno limitado constitucionalmente, el Estado de derecho. Pero este no debe ser interiorizado como un mero seguimiento de reglas por parte de autoridades y ciudadanos, sino que ha de darse un activismo vigilante: lo importante es institucionalizar la sospecha, ya que solo una población desconfiada puede quitarse de encima el miedo y velar por sus derechos. La tesis central de la presente obra, en la que se dan la mano Montaigne y Rousseau, es que las teorías de la justicia desarrolladas desde Platón hasta Rawls han generado una concepción de la misma como algo abstracto e impersonal que no abarca todas las dimensiones de su opuesto, la injusticia. Solo si nos comprometemos y, mediante procedimientos democráticos, expresamos permanentemente nuestro sentido de la injusticia, conseguiremos que los gobernantes se impliquen en tratar de aminorarla. El bienestar de la democracia depende de dicho compromiso
