This book was designed to help school board members work together to create an effective school board. Guidelines are based on the premise that organizational effectiveness depends on individuals having the ability to recognize others' frames of reference and to utilize multiple frames. The four frames commonly used by leaders include the structural, political, human resources, and symbolic frames. The book uses the fictional story of a committed female novice to illustrate the challenges that face the new school board members as she makes the transition from novice to veteran. In chapter 1, the newly elected board member realizes that the position may be much more personally and professionally challenging than she anticipated. Chapter 2 describes the confusion that ensues from ambiguous board-administration roles. The third chapter deals with the politics of education and policy formation, specifically, how to build coalitions among different interest groups. Ways to improve communication and built trust among board members are discussed in chapter 4. In the fifth chapter, the novice board member develops a deeper understanding of the symbolic role of school boards and the critical role that ceremony, ritual, and theater play in building confidence in district's schools. The final chapter describes how effective school leaders apply the values of the four frames of reference--excellence, justice, caring, and faith to their particular schools.
