Annotation World Bank Technical Paper no. 459. Restructuring has produced a definite favorable impact on labor relations and workers behavior in the reorganized farms. Managers of reorganized farm enterprises give a much more positive assessment of the behavioral patterns of their workers than managers of non-reorganized farms. Agriculture remains the main source of employment and livelihood for the large rural population of many transition countries, especially among the former Soviet republics. Accordingly the World Bank continuously monitors the progress of land reform and farm restructuring in the region because of the potential impact of these processes on rural development and poverty alleviation in rural areas. The present study on Ukraine is the latest addition to a long and growing series of World Bank publications on land reform and farm restructuring in the former socialist countries of Europe and Central Asia. The unique feature of all these publications is their reliance on first-hand empirical information collected through extensive farm surveys of various rural constituencies. Farm surveys have been conducted by the World Bank in many countries of the CIS (Russia, Ukraine, Moldova, Armenia, Georgia, Turkmenistan, Belarus) and Central and Eastern Europe (Poland, Romania, Bulgaria, Hungary, Albania). Analysis of survey findings enables the World Bank to base its policy dialogue with governments in the region on solid empirical facts, making the Bank's recommendation much more credible and relevant. The new findings for Ukraine will similarly provide a platform for useful policy discussions with this country's government and supply the many international donors active on the local scene with essential information for the design of their strategic programs

This volume examines the reforms and policy changes necessary in the food and agriculture sectors of the ten Central and Eastern European (CEE) countries that have started the accession process for eventual membership in the European Union (Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers in this report are selected from the presentations at the Second World Bank/FAO EU Accession Workshop held in Warsaw, Poland, on June 27-29, 1999. They are organized around three topics: 1) evolving farm structures and competitiveness in agriculture; 2) land laws and legal institutions for development of land markets and farm restructuring; and 3) development of farm services for improved competitiveness. The workshop concluded that there has been significant progress toward the goals of market-oriented agriculture, but the structural change in the farming sector in CEE has not been completed. Several of the initial tasks of transforming the inherited structure into a system based on market principles and private ownership have not been fully realized in some countries. These uncompleted tasks include land privatization, land titling and registration, restructuring and consolidation of the new farming units, and more. Significant further changes can be expected in the pre-accession period, and although the main directions of change are foreseeable, the specific outcome of the changes in the farming structure is uncertain

The study reviews the share of agriculture in the Czech economy, which has diminished significantly since 1989. Two opposing trends are analyzed: a) a reduction in the agricultural production; and, b) a recovery in the Gross Domestic Product (GDP) between 1994-1996, after a sharp contraction in the first years of transition, with the share of agricultural employment dropping by half in 1997. Such reduction, however, facilitated by new opportunities in non-agricultural activities, resulted in improved agricultural labor productivity. The report indicates that while, a marked slow-down in agricultural production exists, a slow switch from animal production to crop production is being experienced. The status of sectoral reforms as of 1989 is examined, focusing on three categories of institutional reforms, and their impacts: 1) the creation of a macro-framework and incentives for producers, processors, and traders; 2) the privatization of major means of production - primary agriculture, agro-processing, and, input supply; and 3) the changes in institutions and regulations aimed at enhancing market development. A series of adjustments are proposed for the completion of reforms in the areas of financial consolidation of farms, privatization of state-owned land, competitiveness, and, development of a market institutional framework, envisaging the transformation for accession to the European Union
