This report, a supplement to the third annual report of the National Science Board, "Environmental Science, Challenge for the Seventies," contains much of the information and interpretation that formed the basis for the conclusions and recommendations of the annual report. It assembles the views and judgments of leading environmental scientists on a variety of environmental topics in an effort to assess available data, theoretical formulations and the current status of environmental knowledge including the field's potential to respond to society's concern about the environment. Among the specific topics are statements on earthquakes, volcanoes, climate change, the atmosphere-ocean system, storms, precipitation, water resources, aquatic ecosystems, terrestrial ecosystems, contaminants and human adaptation to environmental stress. There is an appendix containing a reprint of the summary and recommendations of the Third Annual Report and a section of selected references. (Mlb)

The purpose of this report is to characterize American graduate education in the 1960s and to identify many of the issues that will determine the character, magnitude, and direction of graduate education, especially in the sciences and engineering, during the next decade. In Chapter 1, Dimensions of Graduate Education, some of the salient features of institutional demography are presented, including: the number of graduate institutions, their types, locations, and transformations; the distribution of graduate enrollment; the number and types of degrees awarded; and representative projections to 1980-81. Chapter 2, Correlates of Quality, reviews a number of factors that appear to be generally associated with quality either of institutions or departments, including: magnitude of graduate program, institutional funding, baccalaureate origins of doctorates, freshman admission selectivity, selection of institution by graduate fellowship recipients, doctoral awards per faculty member and per student, faculty compensation and structure, student-faculty ratio, and minimum size. In Chapter 3, Financial Perspectives, financial patterns and trends in universities are examined. Particular emphasis is placed on the research role in graduate education, essential characteristics of academic accounting practice, and the inherent cost of graduate education in relation to higher education as a whole. Man increasingly invents his own destiny. Among the areas currently needing urgent and sustained attention are the following: population, world food supply, energy, materials, climate, and the environment. The fact that the problems are global in scope indicates their pervasive and fundamental character as well as the difficulty confronting them. The first chapter reviews the more familiar challenges and discusses general aspects of the newer ones. The second chapter examines several problems encompassed in the broader challenge of man's increasing power. The nature and scope of each problem is discussed, and the past and potential role of science and technology in alleviating the problem is noted. The third chapter explores the adequacy of science and technology for helping to respond to such problems. Cancer and energy are taken as illustrative tests of the present capabilities of science and technology. The fourth chapter presents conclusions drawn from these assessments.
