The USA tax has two components - the household tax, which replaces the current household income tax, and the business tax, which replaces the corporate income tax. A fundamental purpose of the USA tax is to raise the level of national saving and investment. It accomplishes this by making all household saving and business investment in capital goods tax-deductible. Seidman devotes most of his book to the impact on saving, the issue of fairness, practical design options, simplification, and a variety of questions and criticisms. A serious consideration of the debate on social security reform that is taking place in many countries around the world. Professor Seidman advocates the concept of 'funded social security' as a middle position between pay-as-you-go (PAYGO) social security and privatized social security, and constitutes a politically strategic alternative. His analysis covers two distinct components, fund accumulation and portfolio diversification. The concept of funded social security uses a mix of payroll taxes and portfolio investment income to finance benefits. With funded social security, the government contracts with private investment firms to manage the portfolio of the social security trust fund. It is entirely a defined-benefit plan without any individual defined-contribution accounts; each retiree's benefit is linked by a legislated formula to the retiree's own wage history. The benefit is an annuity - an annual benefit that continues as long as the retiree (or spouse) lives - and is automatically adjusted annually for inflation

The impact of the Earned Income Tax Credit (eitc) on working families was analyzed. The analysis established that the eitc is, on balance, a highly effective program that meets its primary objectives well. The following benefits of the eitc were identified: (1) it reduced the poverty rate in 1999 by an estimated 1.5 percentage points; (2) it is preferable to the minimum wage as an income-transfer policy for poor households; and (3) it has increased many groups' labor force participation. These emerging problems with the eitc were identified: (1) it penalizes work among workers with incomes at the high end of the eitc schedule; (2) it imposes substantial financial marriage penalties; (3) it still leaves larger families with low-wage workers in poverty; and (4) its eligibility criteria are needlessly complex. The following reforms were proposed: (1) reduce EITC's current phase-out rate for families with two or more children from 21.06% to 15.98%; (2) establish a more generous eitc schedule for married couples; and (3) provide a more generous rate schedule for families with three or more children. (Sixty-two tables/figures are included. Appendixes present information about the EITC's algebra, effect on labor supply, cost-effectiveness, and variations on proposed eitc reform. The report consists of three parts: "The Design of a Federal Employment Program to Counter Recession"; "The Design of a Federal Employment Program in a Strategy to Raise Low Earnings"; and "The Design of a Guaranteed Job Opportunity as a Part of Welfare Reform". In Part 1, an Anti-Recession Program (arp) is proposed. Arp is an automatically triggered Federal employment program that builds on the current Public Employment Program, but tries to correct its weaknesses. In Part 2, a two-pronged strategy to raise low earnings is proposed, consisting of an increase and extension of the Federal minimum wage, and job creation induced by a Federal employment program. An Employment Incentive Program (eip) is proposed with reservations. Finally, in Part 3 the obstacles to implementing a guaranteed job opportunity are analyzed. (Author)
