The general topic of defining organization effectiveness is addressed. While no succinct definition is provided, a construct of organizational effectiveness is recognized. Existing theory, research, and practice surrounding the construct has been searched and current measurement techniques have been cataloged along with summaries of various theories and models. Alternative methodological approaches and manifest characteristics of organizations in terms of effectiveness are considered. A compilation of independent, dependent, and intervening variables is presented. Suggestions are offered for future research in the Navy setting in the area of organizational effectiveness. (Author)

This report reviews and relates to each other the major concepts and theories that differentiate and define the constructs of motivation, satisfaction, and morale; it also describes and summarizes the potentialities of the instruments and methods for measuring these concepts. Discussion is focused on those theories and instruments most likely to be usefully applied in the context of the Army. Concepts of motivation are divided into content theories -- which answer 'What is it that motivates people' --and the expectancy and equity process theories which answer 'How do environmental factors and individual needs determine behavior.' Job satisfaction is conceptualized in terms of need fulfillment, equity, and frame of reference models. Morale is so complex that it may be best conceptualized in terms of its components than as a single global construct. A number of practical implications for action are derived from the theories

Executive summary of a final report on a research program to develop new methods for evaluating applicants for police work and assessing the potential of police officers being considered for promotion. Research was undertaken to learn as fully as possible exactly what activities or job behaviors are critical to effectiveness or ineffectiveness in four different police jobs - general patrol officer, patrol sergeant, investigator/detective, and the intermediate command function. The critical dimensions of police performance were used to design new methods of rating current job performance effectiveness of police officers and to design simulations and standardized situational tasks for evaluating candidates for placement or promotion. The products of this research include an inventory used in preliminary screening of applicants and candidates called the police career index and the establishment of pilot regional assessment centers. Also included are the assessor's manuals containing assessment center exercises for patrol officers, detectives, sergeants, and middle level command officers

Rapid change in the Navy, particularly in the personnel subsystem, may affect the relative efficiency and effectiveness of mission or task accomplishments in Naval units and subunits. At present, no broadly agreed upon measure or index is available for assessing the nature or direction of such changes in likelihood of mission and/or task accomplishment. Decisions about personnel programs and policies and decisions related to implementing recommended personnel research studies could be better informed if such an index--a Naval Personnel Status Index--were available. The report summarizes ideas and suggestions made during a two-day meeting among a small number of experts who met in late 1972 to define and explicate the major issues and problems likely to be faced in developing such an index. Based on these experts' suggestions, relevant literature was identified and it is also reviewed in the report. Particular emphasis is given to various approaches involving readiness measures, concepts and techniques of human resource valuation, concepts and measures of organizational effectiveness, the use of economic indicators and quality indices, and necessary conceptual and psychometric considerations for developing an NPSI.
