Innovative ways have to be found to revitalize passenger rail in Canada or there will be a withering away of passenger rail services. The Minister of Transport provided the Committee with a guidance document outlining the fundamental issues that confront VIA Rail, including its role within the industry, the governance framework, subsidy levels, financing options, the use of infrastructure with the freight railways, & contemplating high-speed passenger rail service. The Committee looked at these issues in a number of contexts. It looked at financing options in the United Kingdom, France, and the United States and various governance options (Crown enterprise, Crown corporation, franchising & privatization).
