The Cajon Pipeline Company proposes to build a 142-mile-long, 20-inch diameter insulated buried pipeline from 12-Gauge Lake, (27 miles west of Barstow), California, to the Los Angeles crude oil terminals in Carson and Long Beach. Crude oil from the Santa Barbara Channel and the San Joaquin Valley would be delivered to 12-Guage Lake by existing All-American Pipeline. From there it would be conveyed to the Los Angeles Basin by the proposed Cajon Pipeline. The Pipeline would have a maximum capacity of 180,000 BPD but would be expected to operate at an average flow of 150,000 BPD. Two pump stations would be needed to move heated crude oil through the pipeline. One pump station, together with storage, would be located at 12-Gauge Lake. The other pump station, together with control and maintenance facilities, would be located at Adelanto. Based on issues and concerns identified during the public scoping process, the EIS/EIR focuses on impacts to land uses; traffic congestion and access restrictions; noise level increases, air quality concerns; risk of oil spills and associated impacts, geological hazards; onshore water resources; cultural resources; socioeconomic impacts; visual resources; and alternatives

Playas of the arid Southwest can be unambiguously identified in a geologic context. However, identifying those portions of playas that are defined as Waters of the United States (WoUS) in the Clean Water Act (CWA) and thus under the jurisdiction of the Corps of Engineers (Corps) and other Federal agencies charged with enforcing the CWA is sometimes problematic. While the WoUS definition specifically includes playas, the guidance for playa delineation is not as highly developed as for wetlands. Delineating WoUS, as per-formed by the Corps or by others to comply with Corps regulations, involves determining Ordinary High Water (OHW). However, under certain circumstances, the indicators provided in Federal regulations and available technical information for determining OHW have been found to be insufficient when applied to playas. Consequently, some delineations performed to date have involved the development of local indicators by integrating observational data obtained during cyclical inundation, information available for delineating wetlands, and inference based on technical knowledge. Examples of local indicators include small-scale cracks in the soil surface, soil algal crusts, and phreatophyte mounds. In late Pleistocene time, Lake Thompson rose to 710 meters above sea level and covered 950 square kilometers of the western Mojave Desert, California. During the Holocene time, the lake desiccated and is today represented mainly by Rogers, Rosamond, and Buckhorn Dry Lakes, which cover 200 square kilometers of Edwards AFB. Elsewhere the former lake basin is characterized by exposed lake beds and beach ridges or mantled by aeolian and fluvial deposits. This study reports on the spatial and temporal components of former Lake Thompson. The spatial dimension identifies seven major geomorphic and lithostratigraphic units within the former lake basin, of which the most important are the modern playa, former lake system, aeolian mantle, interfingering fluvial deposits, and various bedrock outcrops. These units and their subdivisions are presented on a map entitled "Geomorphology and Quaternary Geology of Lake Thompson within Edwards AFB, California." The temporal component is represented by a chronology of Lake Thompson based on accelerator mass spectrometry dating of the stratigraphic sequence. Although a former deep lake beneath the modern dry lakes had long been inferred from borehole data, its age and development remained unknown. The present study recovered four cores for stratigraphic and sediment analysis and dating. Ages for the deep lake range from 30,000 to 17,000 BP, a humid interval typified by frequent inputs of fluvial sediment. After 17,000 BP, the lake began to desiccate, and its exposed floor was lowered by deflation. However, shallow perennial lakes returned during the late Pleistocene and early Holocene time, prior to the present phase of desiccation. Clay minerals from the cores support this scenario. High smectite values reflect deposition in a large lake under humid conditions around 30,000 BP, followed by diminishing smectite as conditions became drier. A more saline, alkaline lake existed under drier climatic conditions before 30,000 BP. (33 refs7

This report presents the results of the tests which were conducted to determine the range increase of the F-104D when using HTF 59-24 High Density Fuel. These tests were conducted at Edwards AFB and required 26 flying hours. The F-104D tested, obtained an increase in range of 110 nautical miles (optimum cruise mission profile) with tip tanks installed by using HTF 59-24 High Density Fuel. This is a 14.6 percent increase; equivalent to installing another internal fuel cell of approximately 80 gallons when using JP-4 fuel if a location for such were available

Engineering flight tests were conducted to quantitatively evaluate the response of the AH-1G HueyCobra helicopter to simulated sudden engine failures at high airspeed and high engine power combinations in two configurations. Additionally, simulated engine failures were investigated at 100 knots calibrated airspeed (KCAS) with the stability and control augmentation system (SCAS) ON and OFF to determine the differences in aircraft response with an inoperative SCAS. Aircraft response to simulated sudden engine failure was characterized by rapid roll attitude changes and rapid main rotor rpm decay rates, both of which were unacceptable at the maximum engine torque settings. The severity of the aircraft response is primarily a function of engine torque at the time of failure. The AH-1G helicopter fails to comply with both the present and proposed military specifications for flying qualities of helicopters with regard to autorotational entry at high-airspeed/high-torque conditions

When two aircraft are physically oriented so that continuation on their individual flight paths will result in collision, the final decision of the pilot to take avoiding action is most often based on visual detection of the other aircraft. Considerable laboratory experimentation has been conducted and reported on various aspects of visual detection, although little has been reported on methods to aid the pilot in visual searching. A head-up aid is desirable, rather than an in-the-cockpit display. For this reason, an auditory display was investigated. The display requires auditory localization in both the horizontal and vertical dimensions. Experimentation was conducted to determine physical factors of localization in the vertical plane. The results of the research and experimentation indicated that the external portion of the ear, the pinna, imposes a pattern of organization on the high frequencies of the sound whose source is located vertically. Specifically, this pattern is a shift in the dominant frequencies and attenuated frequencies with change in elevation. This knowledge allowed the proposal of a full two-dimension stereophonic auditory display for the pilot to localize the intruding aircraft. (Author)
