Kishon's subversive satire of Israeli bureacracy initiated the production of a series of films centering on Ashkenazi/Sephardi tension. The story takes place in the fifties during a period of mass immigration to Israel. Topol stars as Sallah, the alternately wily and humble hero who lives with his large family in the ma'abara, spartan transient camps, overwhelmingly populated by Sephardic arrivals who were supposed to stay only for a short time but remained for years. Lazy, amiable Sallah, whose major talent is backgammon, demands shikkun (permanent housing) as he was promised.
