The Army is considering the procurement of the Infantry Remoted Target System (IRETS) as a replacement for current Record Fire ranges. It is important to know the capabilities and limitations of the IRETS. This report presents the findings of comparisons of the IRETS specifications and descriptive threat oriented criteria. It concludes that the IRETS is an upgrading of older marksmanship evaluation concepts. Further, unless corrections of problems and limitations are made, the system should not be viewed as representing a quantum leap from current Record Fire ranges to a threat oriented Record Fire facility

At present in the U.S. Army, rifle marksmanship training is conducted on TRAINFIRE ranges which were developed and installed during the late 1950's at selected Army Training Centers and other major U.S. Army installations. These ranges are rapidly becoming obsolete. As a consequence, the U.S. Army is considering the procurement of a new, improved live fire training system, the Infantry Remoted Target System (IRETS). This system has been designed to provide for the conduct of rifle marksmanship training in a threat oriented context. Early in 1976 the U.S. Army Infantry Center (USAIC) published threat oriented rifle marksmanship scenarios for the defense, the attack, and the counterattack. The USAIC defense scenario was subsequently incorporated into the IRETS specifications. In this regard, the defense scenario and its target presentation requirements served as the basis for the target conditions to be portrayed by and the live fire range requirements for the IRETS. Because it is planned to replace selected rifle marksmanship live fire ranges with the IRETS, it is important to know to what extent the planned capabilities of the IRETS are consistent with current concepts of threat oriented rifle marksmanship training. This report presents the findings of a comparative analysis of the specifications for the IRETS and the target presentation and training requirements for threat oriented rifle marksmanship training. The purpose of the analysis was to identify potential shortcomings in the threat oriented training capabilities of the IRETS

The United States Army Infantry Board is currently conducting a 5- year Infantry Weapons Methodology Study. The aim of the methodology study is to provide test procedures and techniques which will insure the selection of the most effective weapons and equipment for the Infantry soldier. The approach of the methodology study was to cast these procedures in terms of the environment in which the candidate weapons and support equipment will be used. Since a realistic evaluation of weapon performance cannot be undertaken with validity in a sterile laboratory situation, the movement in recent years has been towards tactical or operational testing. This paper relates some of the results thus far achieved and emphasizes in particular a new analytical technique for isolating particularly important variables or measures of effectiveness

Target engagement training for the TOW and Dragon Weapon systems currently emphasizes tracking skills using the Launch Effects Trainer (LET). Gunners gain proficiency by tracking targets which are in the open and moving through the weapon system's area of responsibility. Factors other than the ability to track targets are required to employ the system effectively in combat. Current training programs do not emphasize specific combat tasks such as range estimation and selection of targets and line-of-sight segments. Since the learning process for sharpening these skills is not part of the current training program, there is a gap between skills emphasized in training and skills required in combat. This report attempts to reconcile this gap by developing a set of recommendations designed to heighten the degree of realism in the program of instruction. This paper deals with the application of operations research and systems analysis techniques to a test methodology study (COMBATEST) being conducted by the Infantry Board. The mission of the Infantry Board is to test and evaluate military equipment for the Army--with emphasis on that equipment which is designed for the infantryman. Since the Board tests equipment which will be used in combat, it conducts tests under conditions representing as nearly as possible those combat conditions soldiers may expect to find on the battlefield.
