The United States' failure to educate its students leaves them unprepared to compete and threatens the country's ability to thrive in a global economy and maintain its leadership role. This report notes that while the United States invests more in K-12 public education than many other developed countries, its students are ill prepared to compete with their global peers. According to the results of the 2009 Program for International Student Assessment (PISA), an international assessment that measures the performance of 15-year-olds in reading, mathematics, and science every three years, U.S. students rank fourteenth in reading, twenty-fifth in math, and seventeenth in science compared to students in other industrialized countries. The lack of preparedness poses threats on five national security fronts: economic growth and competitiveness, physical safety, intellectual property, U.S. global awareness, and U.S. unity and cohesion, says the report. Too many young people are not employable in an increasingly high-skilled and global economy, and too many are not qualified to join the military because they are physically unfit, have criminal records, or have an inadequate level of education. The report proposes three overarching policy recommendations: implement educational expectations and assessments in subjects vital to protecting national security; make structural changes to provide students with good choices; and, launch a "national security readiness audit" to hold schools and policymakers accountable for results and to raise public awareness

This document summarizes data relating to the area's environmental history; cultural chronology; historic and modern ground disturbances; previous archeological surveys; presently identified and archeological resources; known artifact, ecofact, and documentary collections relating to archeological resources; potentially identifiable but not presently recorded archeological resources; significant archeological resources; ongoing and planned activities that could effect archeological resources; locational data of known archeological resources; and locational data of potential archeological resources; and locational data of potential archeological resources. No significant archeological remains are known to exist on NLABS property. However, portions of previously undisturbed areas at the main installation and at the Sudbury Housing Area may contain such remains. Prioritized surveys of these areas have been recommended

One historical archeological site is known to exist at the Harry Diamond Laboratories - Adelphi, Maryland. This is a mill race associated with Mrs. Harper's Woolen Factory. This site is not considered significant. In addition, prehistoric sites may exist in undisturbed areas of the facility, though these are not likely to be significant. Recommended studies include: 1) surveying undisturbed areas of the facility for archeological resources; 2) revising facility publications and orientation procedures to include mention of DARCOM's historic preservation responsibilities; and 3) establishing an on-call relationship with an entity capable of delivering professional archeological consulting services to deal with the unanticipated discovery of archeological remains

This archeological overview and management plan provides a tool which can be used by DARCOM and decision-makers at Letterkenny Army Depot (LEAD) to assist in complying with regulations and procedures relating to historic preservation Technical Manual, Technical Note, Resources Management, Army Regulation. This document summarizes data relating to the area's environmental history; cultural chronology; historic and modern ground disturbances; previous archeological surveys; presently identified archeological resources; known artifact, ecofact, and/or documentary collections relating to archeological resources; potentially identifiable but not presently recorded archeological resources; significant archeological resources; locational data of known archeological resources; and locational data of potential archeological resources. Archeological field surveys on the LEAD facility recorded three prehistoric archeological sites and three historic period archeological sites. Documentary resources suggest that there are at least 345 potential historic period archeological sites. While large portions of the facility have been disturbed by development activities, there are intermittent areas which have not been disturbed or which have been disturbed only minimally. These areas may potentially yield significant archeological cultural resources which have not yet been recorded. The physical integrity of the potential site is unknown

This document provides a tool which can be used by DARCOM and decision-makers at Tobyhanna Army Depot (TOAD), PA to assist in complying with regulations and procedures relating to historic preservation (Technical Manual 5-801-1, Technical Note No. 78-17, Resources Management 32 CPR 650.18-650.193, Army Regulation 420-40; 36 CFR 800). It summarizes data relating to the area's environmental history; cultural chronology; historic and modern ground disturbances; previous archeological surveys, etc. No significant archeological remains are recorded at TOAD. While extensive land disturbance has been defined for several areas at TOAD, two areas, the vicinity of Oakes Swamp and the Passion Recreation Area, are only minimally disturbed and may yield archeological resources. Remnants of the original Tobyhanna Military Reservation buildings may still exist in TOAD's GDA-1 and remnants of a structure associated within the Dodge, Meggs and Dodge Co. may still exist in TOAD's GDA-6. Recommendations for archeological survey include: undisturbed areas near marshland and streams to identify possible archeological resources and areas near future development projects to document inferred land disturbance. Informing personnel of DARCOM's historic preservation responsibilities is also recommended
