Libraries exist for the benefit of the mind, but they have practical problems coping with the acquisition, storage, and handling of the documents and records with which they deal. Any change in technology that would have a significant effect on the methods available for these procedures could have important consequences for library service. The purpose of this book is to suggest some general bases for planning or to provide a general framework for thinking about future library services in light of changing technologies. Nine chapters address the following: (1) an introduction to the purpose of libraries, foundations of library service, types of libraries, and library users; (2) characteristics of the paper library, its strengths, its weaknesses, and attempts to remedy or compensate for the limitations of the technology of paper; (3) the automated library; (4) implications of the automation of bibliographies and of libraries' technical operations; (5) the rise of electronic documents and the nature of the electronic library; (6) consequences of the rise of the electronic library for collection development; (7) the needs and changing environment of library users; (8) management considerations; and (9) summary and conclusions related to technological change. The main thrust is to relate library functions such as acquisition, duplicating, binding, circulation, and discarding to the needs and behaviors of library users. The objectives of this study are to ensure that the resources at the disposal of the librarian are deployed in a manner which will effectively contribute to the purposes of the university. User behavior is explored in an attempt to solve the difficulties that arise in library planning and management, such as: (1) the relationship between length of loan period and "idle time," (2) the availability of popular books and (3) the relationship between library usage and academic achievement. Fundamentally related to all this in a university library is the whole area of students' problem-solving behavior. It is clear that the serious study of policy-making and the allocation of resources in a university library must range widely over problems of human behavior and educational research. Seen in this wider context it may be that the most useful contribution of this study is the way which, with further research, it may prove possible to quantitatively relate the day-to-day decisions of the librarian to the academic achievement of the university as a whole. We live in an information society, or so we are often told. But what does that mean? This volume in the MIT Press Essential Knowledge series offers a concise, informal account of the ways in which information and society are related and of our ever-increasing dependence on a complex multiplicity of messages, records, documents, and data. Using information in its everyday, nonspecialized sense, Michael Buckland explores the influence of information on what we know, the role of communication and recorded information in our daily lives, and the difficulty (or ease) of finding information. He shows that all this involves human perception, social behavior, changing technologies, and issues of trust. Buckland argues that every society is an "information society"; a "non-information society" would be a contradiction in terms. But the shift from oral and gestural communication to documents, and the wider use of documents facilitated by new technologies, have made our society particularly information intensive. As part of a project designed to construct a mathematical model of the operation of an academic library, a research team determined the usefulness of a quantitative approach to making decisions about the number of copies of each item that a university library should provide. Using the reserve collection of the University of Lancaster Library as a basis, a mathematical relationship was established between the number of requests, the length of the loan period, the number of copies, and a standard of service (defined as "immediate availability"). It was found that the Poisson distribution could justifiably be used to relate the average request rate to the number of copies and the degree of availability likely to be achieved. A table was produced which can be used in a predictive manner insofar as the request rate itself can be predicted. A method of estimating the average request rate from incomplete data was also devised. It was concluded that a mathematical relationship between the factors concerned can be established. The chief difficulty lies in predicting the level of demand for library services and, more generally, in understanding the factors which determine it. (Jb)
