It became a reality in 1998 when for two years the Strater Pack program put smalls packs of the new inputs into the hands of all of Malawi's 2.8 million small farmers. The revolution stalled when that program ended. At higher cost, it resumed in 2005 when a price subsidy made the new inputs widely available. The film provides insights into how Malawi's Green Revolution began, how and why it stalled, how it restarted, and what remains undone.
