With a range of new security and emergency duties, they offer insight to how issues of anxiety and a stock of official solutions 'arrive' in an organizational context as practice. I find that these street-level workers functionally insulate the ordinary operations of the subway from disruptive security procedures. Precedents found in their everyday work experience provide both motivation and resources to maintain a sense of organizational routine, even in non-routine events. The everyday practices of employees make the coexistence of elaborate and disruptive security mandates, and the routine operation of an easy-to-disrupt system, possible. This tendency to normalize circumstance is reflected in other organizational security measures, such as emergency arrangements, and in a campaign to introduce a large-scale electronic security system
