Essential services costs in remote indigenous communities : a consultancy report by Ove Arup and Partners (Firm)( Book )

The objective of the study was to provide estimates of operating and maintenance costs for water, sewerage and power for Discrete Indigenous Communities within Australia. It was found that approximately 100,000 indigenous people live in approximately 830 Discrete Communities out of a total indigenous population of approximately 370,000. Many of these Discrete Communities, particularly on the East Coast of Australia, have access to some or all town services; for example state electricity grids or municipal water and sewerage facilities. In these cases, estimates for operating and maintenance costs were calculated from town municipal sewerage/water rates and average domestic electricity tariffs. For Communities without access to town services, particularly in Central and Western Australia, operating and maintenance costs were calculated from system rates based on averaged data from a variety of sources. Based on the Discrete Community populations and calculated rates, it was estimated that some $66M per annurn is required to adequately operate and maintain the essential services of water, sewerage and power in discrete indigenous communities. This equates to an average cost across Australia of $670.00 per person per annum. Detailed breakdown of the costs estimates for each state and type of service are produced in this study. It is stressed that the operative and maintenance costs are broad estimates based on the product of population and average rates calculated from a wide variety of available data sources. The estimates were not based on actual expenditure data as this information is not readily available. Consequently, the costs should only be used for broad comparative purposes and to indicate indicative order of costs. The cost estimates should not be used for budgeting purposes, particularly on an individual Community basis. During the course of obtaining information for this study it was found that some Government Departments had access to actual expenditure figures. However, these agencies were reluctant to provide the information. It was suggested that the information might be provided on receipt of a formal request from ATSIC, clarifying the need for the information. It is recommended that if ATSIC requires a more detailed and extensive study of operating and maintenance costs, formal approaches should be made to the appropriate Government Departments requesting actual operating and maintenance expenditure figures, to inform such a study.on for demo

This study was commissioned to provide information on seat belt wearing rates in the Northern Territory and in provincial towns in Victoria and New South Wales. Data was obtained through observation of restraint use in Alice Springs and Darwin and in six towns in each of Victoria and New South Wales. A strict sampling frame was followed that ensured as far as possible that a representative sample of road users in the surveyed towns was obtained. The results of this survey were found to be very similar to those of the Stage 1 survey.
